In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education, and health.

Job Description

POSITION OBJECTIVE

The incumbent in this position is responsible for working closely with AKF’s health national and regional teams, as well as other AKDN Agencies working in partnership with AKF AFG to technically lead and facilitate the gender mainstreaming/integration strategic process across the Foundations for Health and Empowerment (F4HE)[1] and other projects. The Gender Coordinator will ensure gender integration throughout the project cycle-from designing and planning to impact assessment stages by assuring consistent support to teams at AKF AFG and other partners, yearly planning, achieving targeted milestones, reporting on gender indicators and gender-targeted interventions, participating and representing platforms to present the work, and convening national and regional level meetings, including Gender Technical Working Groups meetings.  

JOB DUTIES AND RESPONSIBILITIES

Under the direct supervision of National Lead, Health and overall guidance of the Regional Gender Advisor, the Gender Coordinator will be responsible for:

  1. Ensuring compliance with donor and AKF requirements on gender integration for improving the quality of lives in targeted communities by prioritizing the most vulnerable groups, including women, girls, and children.
  2. Leading and providing technical assistance to teams on yearly designing and planning, implementation, monitoring, and reporting on gender-integrated interventions, including:
  • Draft and finalize Yearly Gender Integrated Action Plan (GIAP) in consultation with partnering AKDN Agencies to integrate effectively gender concerns across all three project components of the F4HE project i.e. Foundations for Health (F4H), Foundations for Children (F4C) and Advancing Gender Equality Through Civil Society (AGECS).
  • Orient AKDN partnering Agencies on GIAP, its implementation, monitoring and reporting requirements.
  • Effectively implement all gender integrated interventions outlined in the GAP, including strategies aiming to ensure participation of women and girls in the implementation of project activities across all project components.
  • Monitor and report on how and to what an extent multiple and intersecting forms of discrimination have been addressed across all three project components (both, qualitatively and quantitatively).
  • Develop and disseminate gender-sensitive outreach Information Education Communication (IEC) (brochure, pamphlets, and fact sheets, etc.), and promotional material.
  • Report and use data disaggregated by gender, age, ethnicity, disability, geographic location and other characteristics relevant in national context.
  • Develop reports (as per donor and internal reporting timelines) on gender-integrated interventions and related gender indicators as envisioned in GIAP.
  1. Training Material Development and Training Delivery Strengthen the understanding of the gender mainstreaming/integration by providing customized, culturally sensitive and acceptable trainings to AKF AFG and other partnering agencies, project staff, and other stakeholders. Updating and/or develop all training sessions/courses/modules for target beneficiaries on gender sensitization, including: 
  • Provide technical guidance on developing a standard education program for midwives and nurses on NCDs, ECD, adolescent’s health, MNCH and SRHR, mental health, gender equality, and responding to GBV.
  • Provide technical guidance on developing a standard education program for health promoters on NCDs, ECD, adolescent’s health, MNCH and SRHR, mental health, gender equality, and responding to GBV. 
  • Review content for different stakeholders, including teachers and caregivers on gender-sensitive early childhood development. 
  • Coordinate integration of gender and adolescent-responsive programming into existing strategic and operational (annual) plans
  • Facilitate all training events and consultations, prepare training reports, and document gender considerations.  
  1. Coordinate, organize meetings, consultations at provincial, national, and regional levels, as well as represent at relevant platforms.
  2. Support teams in designing and developing gender-sensitive, and culturally acceptable outreach and behavioral changed communication material (information education and communication material) and messages on SRHR, maternal health, NCDs and gender equality and identifying best disseminating channels to women, men, adolescents, and school-based children.
  3. Any other responsibility assigned by the supervisor/management.

 

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES

  • Contribute to the organization’s objective of increasing the recruitment, retention and promotion of women through proposing practical strategies.
  • Maintain a good organizational working relationship within the departments and other AKFA’s sectors.
  • Maintain close working relationship with provincial health team, relevant sectors and AKDN sister agencies.

 

DECISION-MAKING & AUTHORITY

  • Contribute to the development/review of a gender strategies in collaboration with the gender unit.
  • Report on gender issues, and document and distribute positive results and changes that come out from AKF gender policy.
  • Together with the Gender unit, set priorities and develop and implement a clear and comprehensive gender equality action plan to contribute to the implementation of AKF’s gender policy.
  • Prepare gender training manuals and tools and conduct training.

Job Requirements

JOB SPECIFICATION

  • At least Bachelor’s degree in public health, community health or social science. 
  • At least 5 years work experience in development sectors (health, education, gender, civil society).
  • Ability to communicate fluently in English, and local languages verbally and in writing.
  • Technical knowledge of gender mainstreaming at the organizational and programmatic levels.
  • Knowledge of Afghanistan Culture or social behaviors.
  • Experience in delivery of training.
  • Very good interpersonal communication and managerial skills.
