  1. About RAWNAQ:

The RAWNAQ project is an EU-funded project which is implemented by the Norwegian Refugee Council and Cordaid. The program aims to create employment opportunities for Internally Displaced People and Returnees through private sector development initiatives. The project has started in January 2020 and will continue till June 2023, implemented in Herat and Kandahar cities of Afghanistan.

The project has two pillars; provision of technical assistance and constant BDS support to micro, small and medium enterprises ((M)SMEs) to further grow, expand and scale-up business operations and undertake innovative solutions to overcome challenges in the selected value chains,  and, on the other hand, supporting youth from displaced and vulnerable host communities/families living in those areas to secure and retain decent jobs in these MSMEs.  

Job Description

Functional Responsibilities

Under the overall direction of the Humanitarian-aid Programme Manager, and in accordance with Cordaid policies, procedures and practices support the Humanitarian Aid and its partners for mainstreaming gender and make policies for the preventation of GBV in all life-saving interventions. Closely work with clusters and other working groups to support the partners in mainstreaming gender and make policies for the preventation of GBV.

 

Support Cluster

  • Active representation of the ES&NFIs and WASH Cluster in the GBV Sub Cluster, AAP Working Group and other” Gender & Protection” related Inter Cluster Coordination Team (ICCT) bodies.
  • Lead of ES&NFIs and WASH Cluster “Gender and Protection” Technical Working Group (TWG) or Taskforces;
  • Ensure integration of agreed priority cross cutting issues in sectoral needs assessments, analysis, planning, response and monitoring.
  • Ensure key documents/resources on gender and protection including mainstreaming in Shelter and NFIs and WASH clusters are available through adopting (context specific) and or develop through consultation with ES&NFIs and WASH cluster partners and protection cluster/sub working groups and systemic rolled out for use by ES&NFIs and WASH  cluster partners through training, workshop or suitable practical channels.
  • Contribute to the HRP and HNO.

Support Effective Security in the Field

  • Work closely with the Country team to ensure that security policies, procedures, practices and capacities support “direct implementation” in the field taking into account the need to deliver quality services to people, families and communities while facilitating “Duty of Care” for Cordaid staff.
  • Assist working closely with communities supported by programmes and projects implemented by Cordaid in developing effective mechanisms to prevent and resolve (potential) conflicts and harm to Cordaid staff in an expedient and effective manner.
  • Support preventing incidents through “community acceptance” and resolve incidents through “community engagement”.

Contribute to Knowledge Management and Innovation

  • Contribute to the development and introduction of innovation to ensure Cordaid is continually incorporating best practice approaches in Country Office operations.
  • Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building and, contribute to relevant Communities of Experts and Communities of Practice accordingly.

 

Undertake other duties as may be assigned by the supervisor and/or Cordaid Management.

The successful delivery of results by the Humanitarian-aid project officer will impacts the performance of programmes and projects implemented by Cordaid as well as its reputation as an effective partner in achieving positive results that lead to flourishing communities in fragile settings.

 

Job Requirements

Education/Experience/Language requirements

  • Bachelor degree in Law or equivalent, Political Sciences, or any other social studies.
  • At least 3 years of relevant experience .
  • A networker, diplomatic and results oriented, with the ability to work under stressful and time bound project conditions.
  • Flexible and capable of working in a stressful context.
  • Good oral and written communication skills in English language.
  • Good oral and written communication skills in Dari or Pashtun language.

 

Skills:

  • Ability to manager and work in a diverse group of colleagues to achieve results in a responsible and collaborative manner through clear direction, supervision and modelling behaviour.
  • Ability to clearly and convincingly communicate ideas and concepts in writing and orally.
  • Ability to establish and maintain broad networks and partnerships with Local partner, Government agencieas, International Organizations, Embassies, and other partners to promote partnerships and build alliances to advance organizational interests and competencies.
