Job Description

ROLE PURPOSE:

The FSL Project Coordinator with support from Provincial Manager, FSL project manager and FSL Programme Senior Manager will lead implementation of Save the Children’s BHA USAID FUNDED grant in designated (Faryab) province. The post holder will lead a team of 8 staff, therefore, another key area of accountabilities for the post holder will be performance management and team capacity building.

KEY AREAS OF ACCOUNTABILITY : 
The FSL Project Coordinator will manage implementation of Save the Children’s BHA USAID FUNDED grant in designated province achieving full targets and demonstrating methodologies that are committed in the project proposal. The incumbent is responsible for project planning & implementation (livelihood and child protection), monitoring of field activities, and strengthening liaison and coordination with government and communities.
    Manage the implementation of BHA USAID FUNDED livelihood and child protection project in designated province based on project logical framework, detailed implementation plan, and project cycle management.
    Have the ability of villages selection and community mapping to set up village committee/empower the village committee.
    Have the ability and knowledge on cash-based and winterization programing and intervention for food security and livelihood.
    Provide technical and managerial supports to implementation of baseline survey, market assessment and beneficiary assessment and registration.
    Through coordination with the ANDMA and local stakeholder, the incumbent will select project implementation areas which are hit by drought.  
    Establish and maintain strong working relationships with targeted communities, including local leaders, community-based committees, ensuring that they are informed and participate in project activities through implementation of community engagement approach.
    Ensure protection mainstreaming in implementation of Cash and Livelihood activities. Also, start and manage cash based interventions align with SCI Cash Transfer Programming SOPs. 
    Prepare a monthly cash requirement forecast for project activities calculating procurement costs as per the procurement plan and other project expenditures.
    Submit regular project implementation reports (weekly, monthly, and quarterly) to supervisors based on the requirements of the project.
    Back stop all administrative & logistics support matters of the project activities – including documentation, approval and actual payment, any other required paper-work, liaison with finance and procurement at provincial.
    Establish meaningful working relationship with project stakeholders such as government departments, specially ANDMA and other UN agencies, other international organizations working for vulnerable affected communites. 
    Report on any problems to the supervisors promptly that encountered in the field and/or in the office such as procurement problems, project participant complaints, local authority interference and security threats to staff and activities.
    Participate in the Provincial Government meetings, meeting with GoA such as ANDMAand relevant UN bodies and represent FSL confidently with updated information and play diplomatically with issues where required.
    Delegate authority to the reliable and trustable next level supervisee as OIC in case of absence of duty station for a day or more.
    Attend Save the Children Provincial Senior staff meeting regularly.
    Develop project procurement plan.

Monitoring, Evaluation, Accountability, and Learning
    Ensure that all projects are equipped with MEAL systems like quality benchmarks,  billboards,  posters to exhibit MEAL messages for activities 
    Ensure action plans from quality monitoring and accountability systems are generated and implemented in timely manner collaboration with MEAL team
    Contribute to generation of lessons through finalizing issues for Operations Research and participating in lessons learnt workshops and provide report. 
    Ensure that projects are reported against the M&E Plan

Job Requirements

QUALIFICATIONS:  
University degree in development studies, social science, or any other relevant technical credential

EXPERIENCE AND SKILLS
Essential

    Strong expertise in livelihood programming 
    Familiarity with child protection programming
    Maturity and confidence in dealing with the staff of government institutions, and communities.
    Excellent communication (both oral and written) in English and local languages, people skill for conflict resolution and negotiation;
    Computer proficiency, especially related to professional office software packages (Microsoft Office);
