Job Description

Job Purpose

This is a full-time, grant-funded FSL Project Coordinator posts based in Faryab Province. The incumbents will be responsible for providing the leadership, and technical guidance for timely and quality implementation of BHA funded Agriculture, Livestock Livelihoods and Cash Based Assistance project in selected districts of Badghis, and Faryab Provinces. Working under the leadership of Project Manager, and Zonal Manager and guidance of the FSL sector lead. The FSL coordinator will provide supervision to staff responsible for implementing the various activities of the project. In close coordination of Zonal Manager, and FSL Sector Lead.. S/he will be also responsible for supervision of the one Cash Officer, one Livestock Extension Officer,and provides second level supervision to the 6 community based facilitators work within their respective districts.  

Major Responsibilities

30% Project coordination and management

  • Manage the team that is responsible for the implementation of the project in their designated operation areas.
  • Participate in the assessment of community needs and resources, collection of baseline data to assist in project implementation.
  • Following the agreed upon plan of action, implement the program to schedule, reporting any delays and deviations and troubleshoot as is appropriate.
  • Initiate and manage the beneficiary registration and verification processes. And, maintain a close coordination with Relevant departments
  • Ensure timely delivery of project assistance to participants are accurate and according to the criteria.
  • Plan and monitor all field activities, i.e. appointments, meetings, distributions, monitoring and beneficiary follow-ups.
  • Ensure that vendors are selected as per the agreed criteria, and ITB
  • Facilitate installation and maintenance of data management systems –and ensure that the responsible staff are adequately trained and supervised.
  • Coordinate with M&E team to act on monitoring recommendations for the FSL assistance activities.
  • Work closely with the Supply chain department to ensure timely procurement and delivery of project resources.
  • Ensure accurate paperwork is provided for processing of vendor payments.
  • Represent WV in the provincial level with relevant stakeholders in close coordination with zonal manager, and FSL Sector Lead
  • Find out and inform management on any initiative modality of FSL interventions which are feasible to the current context.

 

30% Reporting, Administration and financial

 

  • Prepare plan and report of the activities progression and submit to the Project manager, copied zonal manager, r, and FSL Sector Lead
  • Create and present monthly summaries of project activities to the zonal managers, Assigned Program Officer, and Cash and FSL Sector Lead
  • Ensure that monitoring and information management tools are up to date and contain all relevant information. Ensure Agric-Livestock harvest recording is in place for showcasing the result at the end stage
  • Develop provincial procurement plan and monitor procurement status of all project items.
  • Coordinate activities of all staff under the project.
  • Regularly review the project financial report and revise the project budget in case of need on the budget change.
  • Responsible to ensure that all necessary distribution equipment is available at the distributions points.
  • Prepare daily distribution reports and any other repots related to the job.
  • Ensure proper completion and safe return of all tally documents and beneficiary lists to the office for safe storage.
  • Prevent for any fraud, corruption of allocated distributions to project beneficiaries.
  • Ensure COVID-19 prevention protocols are followed and adhered to in all project related gatherings.
  • Perform any other duty that may be assigned from time to time.

 

20% Technical Responsibilities:

  • Analyse the humanitarian context of the intervention area and report to PM, ZM and FSL Sector Lead
  • Identify and assess the community's quantitative and qualitative food requirements, and inform PM, FSL Sector Lead
  • Evaluate socio-economic vulnerabilities to target the most at-risk populations.
  • Support the revival of economic activities, such as agriculture, livestock, and income-generating activities, during recovery phases.
  • Provide technical training and support to local teams, partners, and beneficiaries. Ensure WVA’s tested modules are used in these sessions.
  • Strengthen the capacity of local NGOs, and community members in food security and livelihood key strategies.
  • Build partnerships with relevant bodies such as food security and Agriculture cluster (FSAC), Ministry of Agriculture, Irrigation and Livestock, WFP, and FAO, INGO, NNGO at provincial level for coordination and technical dialogues
  • Monitor food production operations to ensure compliance with food safety standards.
  • Ensure all the technical aspects of the project is aligned with donor’s guidelines

 

10% Documentation and Reporting:

  • Ensure proper documentation of project processes is upheld, i.e. distribution plans, beneficiary lists, voucher requisition, distribution reports, working with all stakeholders.
  • Prepare and submit timely and period reports (monthly, quarterly), management reports, and other reports as needed.
  • All information, data and reports generated in this project belong to WVI. Therefore, it is mandatory to take care all the information especially the key documents and back up the information on regularly basis.
  • File all contracts and agreement with communities.
  • Under the guidance of MEAL Coordinator, establish the Complaints response mechanisms (CRM) at community level.
  • Handle community complaint promptly and responsibly. Ensure all complaints are registered and filed. Record action taken to resolve complain.

 

10% ​​​​​​​Security

  • Ensure that organizational security measures and directives are integrated into project.
  • Alter project methodologies as necessary to accommodate changing security situations, and ensure the donor is informed/modifications are requested.
  • Monitor the security situation on a daily basis, report as necessary and adjust national staff travel plans as required.

​​​​​​​Other

  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Adhere to WV accountability standards.
  • To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan in Badghis and Faryab

Job Requirements

Knowledge/Qualifications for the Role

Required Professional Experience

  1. At least 2 years of working experience as FSL project coordinator in NGOs.
  2. Or at least 4 years of working experience as an Agriculture officer in NGOs.

Required Education, training, license, registration, and certification

  1. University Degree in Agriculture.
  2. Master's degree in agriculture will be preferred

 

Preferred Knowledge and Qualifications

  • Experience in managing of cash and voucher programming.
  • Experience in managing of agriculture and livestock projects
  • Ability to work in a team environment.
  • Ability to travel to all districts of Badghis (where applicable).
  • Strong monitoring and evaluation skills.
  • Communication skills and knowledge of local communities and stakeholders
  • Familiarity with context of Badghis province (where applicable)
  • Good report writing skills.
  • Ability to engage with different stakeholders and partners in the project site.
  • Interpersonal, management and conflict resolution skills.
  • Strong staff management skills
  • Must have good attention to detail, all work must be checked.

Travel and/or Work Environment Requirement

The positions are based in Badghis, and Faryab province with need-based travel to districts

Physical Requirements

Being in good health and physical condition.

Language Requirements

Fluency in English, Dari or Pashto, both written and spoken
