Job Description

Under the responsibility of the team leader, the FSL officer takes part in logistical and administrative organization, planning, and preparation of FSL work, distribution, training and monitoring activities.

  • Implement FSL activities using Solidarités International tools, in particular:
    • Take part in the census and registration of beneficiaries
    • Set up the distribution sites
    • Recruit and train daily workers
    • Delegate daily worker site tasks according to the team Leader's instructions  
    • Supervise distribution to beneficiaries
  • Ensure that each registered, identified beneficiary has benefited from distributions
  • After distribution has taken place, calculate and confirm the number of households which benefited and the quantity of goods distributed
  • Provide technical trainings (farming, livestock rearing…) to selected beneficiaries
  • Respect Solidarités International's administrative procedures before, during, and after distribution
  • Ensure that each registered, identified beneficiary has benefited from FSL distributions and/or activities

Assessment and design of projects

  • Partake in the identification of new areas for intervention
  • Partake in the preparation and implementation of diagnostics
  • Partake in assessments and targeting using SI tools
  • Under the lead of the Team Leader, provide technical and operational inputs on the Food Security and Livelihoods strategy and the design of activity, based on operational observation and experiences

Monitoring and Implementation

  • Regularly conduct monitoring visit at community level for technical follow-up on agricultural’ activities progress
  • Oversee the implementation of activities/projects in Food Security and Livelihoods to ensure meeting of deadlines and setting technical specifications
  • Conduct and participate in FSL-related distribution
  • Support the team leader with the assessment of human needs, logistical and financial resources needed at different stages of the activities/projects  
  • Upon Team Leader’s request, participate in liaison with technical authorities at district level
  • Support the Team Leader in establishing technical procedures for purchase, transport, quality control, storage and distribution of livestock, seeds and all other agricultural activities. 

Reporting/Communication

  • Keep monitoring tools, data bases, and files archived at the Solidarités International office, ensuring their availability to his/her team leader
  • Archive distribution cards / censuses and lists of beneficiaries
  • Under the supervision of the team leader, participate in the drafting of distribution reports
    • Pass on any information regarding the distribution process
    • Extract and pass on distribution statistics to the team supervisor and/or program manager
  • Take part in seminars and training workshops in preparation of field activities
  • Report to the team leader on the progress of activities and specific tasks assigned, problems encountered, the quality of relations with beneficiaries
  • Pass on any information or problems concerning his/her task, Solidarités International programs, or safety aspects 
  • Act as a liaison with the local population and authorities in order to identify the needs, feedbacks, and major events that could have potential consequences for Solidarités International activity
  • Analyse the humanitarian situation, taking protection problems into consideration/Do no Harm to the population
  • Collaborate with local administration and authorities
  • Take part in restitution meetings and clusters on request

Job Requirements

Bachelor/Engineer in agriculture, irrigation, livestock, veterinary or any other related field

Having at least 3 years of experience in agricultural related projects implementation or livestock/ support to farmer’s project

Extensive knowledge in agriculture, irrigation and livestock

Knowledge of project cycle management

Strong organizational, analytical and interpersonal skills

Strong verbal and written communication skills in Pashto, Dari and English

Able to adjust her/his self with different environment

Ability to work under pressure

Strong motivation. Willingness to spend time on the field

Experience with Solidarités International is an asset
