SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

Considering the size of the CAU and its activities, Financial Controller will be Deputy Head of CAU (internal grading) and will report to the Head of Central Accounts Unit. He/she will be positioned in Finance department stationed in Kabul Management Office (KMO). The Financial Controller will be a permanent member of the compliance committee, he will be acting as Head of CAU in the absence of HoCAU.

The Financial Controller should have technical and professional expertise in reviewing payment documents to ensure all budget, procurement, tax, donors, financial and other applicable rules, and regulations are strictly adhered to and avoid the misuse of organization resources.

Main Responsibilities:          

  • Develop and oversee financial control systems to prevent or deal with violations of regulatory guidelines and internal policies.
  • Evaluate the efficiency & effectiveness of internal controls, policies & manuals and improve them continuously.
  • Review periodically the procedures, regularities & reports, etc. to identify hidden risks or non-conformity issues.
  • Collaborate with units and sections within the SCA structure and monitor the smooth enforcement of standards and regulations.
  • Assess the SCA’s potential projects and operations to identify possible compliance risks.
  • Review the work of the CAU team when necessary to identify compliance issues and provide advice or training.
  • Keep abreast of regulatory developments within or outside of the organization as well as evolving best practices in compliance control.
  • Prepare reports for senior management and external regulatory bodies as required.
  • Take action in dealing with noncompliance situations.
  • Develop realistic action plans to ensure its sound implementation.
  • Conduct regular reviews of financial documents and records to identify potential weaknesses and noncompliance situations and document them.
  • Communicate with employees and make sure everyone is aware of what they need to do to ensure compliance with applicable rules and regulations.
  • Reviewing the payment documents with a pre-determined monetary value and ensuring its compliance to all budget, procurement, tax, donors, financial and other applicable rules, and regulations, before approval, and providing feedback to all relevant units/departments.
  • Organizing and facilitating compliance committee meetings and providing more administrative support to the committee.
  • Acting as Head of CAU in the absence of the Head of Central Accounts Unit.
  • Perform any other duties assigned by the Head of CAU/Finance Director.

  • To actively contribute to the successful development and good reputation of SCA
  • Keep update with issue related to SCA and the environment where SCA operates
  • Promote an attitude of team spirit and strong focus on quality
  • Develop good co-operation with SCA staff of other units

Job Requirements

  • MSc/MA in, finance, business administration (both undergraduate “bachelor” and post graduate “master” degrees should be in the field of finance, account, economics or business administration), ACCA, CCEP or CIA qualified.

Experience:

  • At least five years working experience with one of the International Organizations and NGO's or UN offices in the related field.

Others:

  • Should be able to work in pressurized and complex environment that is constantly and rapidly changing
  • Must be patient, and having good communication and problem-solving skills
  • To be good in speaking, reading, and writing English, Dari, and Pashto languages
  • Skilled in use of computer and various packages, preferably in Excel
  • Having Team worker and troubleshooting skills
  • Honest, proactive, and well mannered
  • To be very good in arithmetic and calculation 
  • Willing to travel in the field projects
  • To be an Afghan citizen
