Job Description

  • Effective and accurate financial management of UNDP/Global Fund grants and oversight in line with UNDP/Global Fund and SR regulations.
  • Development of finance-related reports and regular updates on the grants financial delivery.
  • Implementation of operational strategies and procedures related to finances within the scope of responsibilities.
  • Preparation and implementation jointly with related Principle Recipient (UNDP) Finance personnel.
  • Preparation and review the FACE report as per the UNDP guideline on the regular basis.  
  • Budgets and work plans for provincial project focal point based on the UNDP approved funds allocation.
  • Preparation and review of financial documents related to financial activities and recording according to the UNDP/Global Fund and SR  rules, regulations, policies and strategies.
  • Proper planning, expenditure tracking and review of grants’ expenditures in accordance with UNDP/Global Fund rules and regulations.
  • Ensuring compliance of all financial documentation for the purpose of alignment with the budgets, exchange rates, chart of accounts, DSA etc. with close follow-up the SR  policy, procedures and regulation.
  • Supervision of Provincial Project focal point expenditures and assistance to program staff with proper monitoring of expenditures within the respective grants and components
  • Travel to Province as per the activities need and for internal audit of provincial focal point.
  • Checking for compliance of financial activities, financial recording/reporting system with SR, UNDP/Global Funds rules, regulations, policies and strategies.
  • Continuous analysis and monitoring of the financial situation, presentation of forecasts for savings and over-expenditures to Finance Controller and Program
  • Preparation and tracking of budgets revision and cash balance reports.
  • Preparing monthly or Quarterly budget vs expenses analysis of UNDP Global Fund Project.
  • Timely liaison with program and provincial focal points on payments made and pending payments
  • Timely and accurate preparation of bank and cash reconciliations
  • Maintain Finance department filing system and incoming/outgoing correspondence record keeping.
  • Any other task which will assign by line manager.
  • The responsibilities of the position holder are not limited to the duties mentioned but any other task assigned by the supervisor.

Job Requirements

  • Three-year working experience with master’s degree while Five-year working experience with bachelor’s in in finance, accounting, and internal controls.
  • Proven track record on Financial Management with government entities, management of budgeting process.
  • Working knowledge of English and fluency in local languages (Dari and Pashto)
  • Experience in the usage of computers and office software packages (MS word, Excel etc.) and advance knowledge of spreadsheets.
