Great Organization for Learning and Development (GOLD) is a non-profit, non-governmental, and non-partisan organization that works to improve health, nutrition, education and reduce illiteracy, unemployment, and poverty in Afghanistan. GOLD was established in 2018 by a team of committed young Afghan professionals who wanted to make a positive difference in the lives of their fellow citizens. They recognized the urgent need for education, health, nutrition and livelihood opportunities for the most underserved and vulnerable groups in Afghanistan, especially those who suffer from extreme poverty, war, natural and environmental disasters. Job Description

Position Summary:
The Financial Officer at GOLD will be responsible for implementing and ensuring adherence to the organization's financial policies and procedures, conducting training sessions on financial documentation requirements, facilitating external audits, managing cash and bank transactions, overseeing financial information flow, preparing financial reports, ensuring timely payments to vendors and suppliers, and managing tax calculations and submissions. The Financial Officer will play a crucial role in maintaining financial transparency, accuracy, and compliance within the organization.

Main duties & responsibilities:

  • Implementing GOLD’s Financial Manual and procedures throughout GOLD’s operations in HQ and field offices. Advice the Senior Management on necessary revisions and updates on the policy documents relating to financial affairs of the Organization.
  • Organizing finance capacity building workshops for relevant departmental staff on financial documentation requirements in line with policy provisions.
  • Receiving and facilitating external audits as the first line of contact for the Organization on financial matters i.e., donors’ micro assessments, SPOT checks, HACT assessments etc.
  • Ensuring Implementation of all agreed audit findings and any new development in an effective and efficient manner.
  • Ensuring that cash and bank payment vouchers have been prepared properly and in line with project’s financial provisions.
  • Ensuring staff understand about hawala management, payment procedures, timing, templates, and required documentation and are confident about respective responsibilities within the Finance team.
  • Ensuring that the any request for reimbursements submitted to finance department has all required supporting documents with necessary steps and approval acquired before a payment is issued.
  • Ensuring cash boxes and bank accounts are managed with integrity, reconciled on monthly basis and differences if any are resolved satisfactorily, professionally and transparently. This may also include ensuring cash is independently and regularly counted and verified.
  • Ensuring adequate funds are available in cash boxes and bank accounts for Head office, field offices and partners in time to support smooth implementation of project activities.
  • Ensuring a well-functioning financial information flow by setting up an updated financial system utilizing up to date financial software.
  • Ensuring proper financial control over transparency on project activities and expenses.
  • Ensuring all books of account are accurately and timely updated in a professional manner, independently reviewed, reconciled and effective feedback given to relevant staff where errors or omissions are identified.
  • Ensuring timely payment process to venders and suppliers
  • Ensuring a complete audit trail for each financial transaction, allocation, reallocations etc. and comprehensive filing system for all transactions, which enables easy retrieval according to legal time limits.
  • Preparing monthly and annual financial reporting both from QuickBooks or relevant software.
  • Ensuring that all financial reports submitted to the management, donor and government are directly linked with the financial accounting system data, which is based on prime data including cash books, and supporting vouchers.
  • Ensuring monthly tax and annual tax return cleared and Government Tax system is updated in a timely manner.
  • Calculating payroll tax, contractual tax and submitting in the system of MTO
  • Manage timely & accurate preparation of data in a manner that allows GOLD’s Executive Board to monitor the budget utilization and take appropriate action on any significant variances.

Job Requirements

Qualification and experience:

  • Qualified or partly qualified from reputed professional accountancy institute, MBA, M. Com.
  • At least three years of post-qualification experience working in an accounting or audit function preferably with an I/NGO or reputed N/NGO
  • Experience of donor regulation especially UN agencies
  • Must be computer literate with a comprehensive knowledge of MS, Excel & accounts packages
  • Ability to work independently on own initiative
  • Willingness to travel to field sites on a regular basis
  • Good communication & team building skills
  • Good written/verbal command over English language

Desirable:    

  • Knowledge of development and humanitarian issues

Essential:

  • Strong leadership skills with sensitivity in dealing with government authorities on critical issues
  • Strong management skills and ability to motivate others and promote accountability among staff
  • Skills in time management and prioritizing
  • Ability and willingness to work as part of a multi-cultural team
