About Roots of Peace/AMP:

Roots of Peace is a humanitarian organization whose mission is to rid the world of landmines and other remnants of war by transforming toxic minefields into thriving farmland and communities, through a focus on sustainable, organic farming practices. Roots of Peace is implementing the 3-year, USAID-funded Agriculture Marketing Program.

 

AMP Project Description:

The Agriculture Marketing Program (AMP) is a three-year USAID-funded program that follows on the successes of the ten-year USAID Commercial Horticulture and Agricultural Marketing Program (CHAMP). The program works in 12 provinces of Afghanistan, focusing on increasing farm production and domestic sales through interventions aimed at farmers and agribusinesses. During the first two years of the program, AMP worked with leading Afghan processing and export firms to increase export volumes and values, introduce new agricultural products to the market, diversify export markets and increase value-added processing. The program's market-based, demand-driven approach focused on supporting private sector growth and sustainability, thereby creating demand for agricultural products that drive job growth in rural areas. Women are incorporated into all areas of program implementation.

In its final fiscal year of implementation, AMP has pivoted to an approach that addresses food security challenges precipitated by the emerging economic and humanitarian situation in Afghanistan. This approach comprises three key strategies:

  1. Connecting Farmers to Domestic Markets
  2. Increasing Value-Add of Agriculture Products, Extending Shelf Life of Products
  3. Support for Remote Rural Areas

 

Activities include:

  • Increasing farm productivity and food security through Farmer Field Schools and other activities aimed at building farm capacity.
  • Expanding the number of agricultural products through value addition and product diversification, such as processed jams and sulfur dried apricots.
  • Linking farmers with traders, and traders with buyers in domestic markets, such as through domestic food expos and B2B meetings.
  • Building the capacity of agribusinesses to maximize output and quality for domestic markets.
  • Supporting initiatives such as improved post-harvest handling infrastructure for traders, including packing houses, cold storage, and improved packaging.
  • Addressing important supply chain and trade impediments that restrict the sale of high value agriculture products.

AMP works primarily with private sector agribusinesses, farm producers and other USAID-funded agricultural programs. Specific attention is given to support the participation of women and youth in AMP activities.

 

Job Description

Position Summary

The Finance Officer position is responsible for providing the project’s financial supporting tasks that deliver accurate, reliable, and regular financial data that are in full compliance with USAID & UNDP organizational policies, regulations, and administrative directives. Responsibilities may include some or all of the following tasks – payroll review and disbursements, accounts payables & receivables, budgeting, expense, cash management, tax preparations and internal audits. This position shall participate in discussions and decision-making relating to the principal team functions of financial planning, achieving and evaluating results while ensuring that financial internal controls, and accountability issues receive appropriate consideration.

Task & Responsibilities

  • Enter financial transactions into the accounting software.
  • Review daily financial documents to ensure accuracy prior to dispersing reimbursements.
  • Ensure all compliance practices are implemented based on up-to-date donor agency regulations.
  • Assist in preparing required daily, weekly and monthly financial reports, as required.
  • Oversee and review all accounts ledgers and reporting systems, ensuring compliance with appropriate UNDP standards and regulatory requirements. 
  • Participate and assist as needed with audit activities when required.
  • Enter advance receivable and accounts payable data along with providing aging receivable and aging payables analysis reports on a monthly basis.
  • Review procurement documents to ensure accuracy & completion. Be aware of clauses around payment terms, deliverable requirements, penalty and closure of contract requirements for processing the payments.
  • Provide oversight and due diligence on bank reconciliation and employee expense reports.
  • Assist in preparing monthly expense projections for both programs and operations; follow up closely with the relevant departments to ensure reporting accuracy and financial disbursements occur as projected.
    Assist with monthly project financial reporting, monthly close-out processes and various ad hoc reports as needed.
  • Prepare employee salary distributions, contractor payments and rental taxes on a monthly basis.
  • Any other assigned tasks by supervisor.
 

Job Requirements

Desired Education

  • Bachelor’s Degree in Business Administration with a specialization in Finance, or Equivalent.
  • Any verifiable advanced accreditation such as certificates from short courses or workshops related to finance and accounting.

 

Experience

  • At least 3 years’ experience in Finance and Accounting within an international donor organization, preferably with USAID or United Nations donor programs.
  • Experience working with a team of international professionals in various fields of expertise; ability and willingness to communicate with project staff to obtain their trust and cooperation.
  • Strong working knowledge of UNDP and Roots of Peace financial protocols, policies, and procedures.
  • Constant awareness and diligence to any potential corruption-related activities by Kabul or field-based project staff.
  • Close review and scrutiny of all financial documents to ensure their legitimacy and authenticity. Willingness to immediately report any fraud, bribery, or other illegal schemes by employees.
  • Strong proficiency in MS Office, especially Excel.  
  • Strong English oral and written communication skills.
  • Strong organizational skills, such as splitting up large projects into smaller weekly tasks to meet deadlines.
  • Willingness to work long hours when necessary to meet deadlines.

 

Minimum Qualifications

  • Bachelor’s Degree in Business Administration with a specialization in Finance, or Equivalent
  • At least 3 years’ experience in Finance and Accounting within an international donor organization, preferably with USAID or United Nations donor programs
  • Strong proficiency in MS Office, especially Excel.  
  • Strong English oral and written communication skills.
  • Zero tolerance for any corruption-related activities by any ROP hired staff, regardless of position.

 

Working Conditions including Travel

During the work assignment, the Finance Officer will be based in Kabul and may be required to occasionally travel to other provinces in Afghanistan.
