About AWEC

AWEC is a non-political, non-profit, woman-headed national organization established in 1991 by a group of educated Afghan women in exile, who rallied together to address the lack of facilities for Afghan refugees in Islamabad and eventually Peshawar, in Pakistan. AWEC has always been involved in advocacy and awareness-raising for women and children’s rights while providing services to those who frequently fall through safety nets. In recent years, one of AWEC’s core activities has been to support women through mobilizing Afghans, from local communities to political elites, towards the goal of reducing and eventually eliminating violence against women.

Job Description

Design, implement and maintain efficient and effective financial systems and operations within AWEC Offices in line with AWEC standards and practices.

Position Description: Reporting to the Executive Director, the Finance Manager leads all day-to-day accounting operations, with functional responsibility for accounting, accounts payable, payroll, and grants administration. Responsibilities also include production of financial reports; proper maintenance of accounting records; accurate processing of financial transactions; and administration of a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the organization’s financial reports, ensuring Tax payment and clearance from relevant Tax department in compliances to Afghanistan NGO law.

 Duties & Responsibilities:

 

Finance manager is head of the Finance Department. The finance manager will report to the executive director. The finance officer, the accounting assistant and other accounting staff will report directly to the Finance Manager.

 

It is also responsibility of Finance Manager to ensure the AWEC policies and procedures and donor agreements are strictly followed. The executive director, Finance Manager and the accounting staff will be accountable for compliance; the executive director will be required to notify the Finance Manager of any non-compliance situations.

 Job Responsibilities Duties and Tasks:

(Core Responsibilities but not limited to)

    1. Design, implement and maintain efficient and effective financial systems and operations within AWEC Offices in line with AWEC standards and practices as required.
    1. Review of Financial Documents to make sure that all transactions are accurate, within approved budget and meet AWEC policies
    2. Review Financial Documents to make sure all codes including budget lines are
    3.  Responsible to control accounts payables, receivables, prepaid and all balance sheet accounts
    4. Review QB entries to make sure all transactions recorded in QB is agree with codes of vouchers and make sure.
    5. Responsible to review donor reports before the report submitted to donor
    6. Responsible for cash management to make sure sufficient fund is available
    7. Review and make sure bank reconciliations prepared timey
    8. Prepare donor reports as needed
    9. Support and work with program staff in preparing proposal budget and budget amendment as well if needed
    10. Responsible to prepare annual budget as required/stated in the Finance Policy and Procedure
    11. Provide any other internal external reports that may requires
    12. Responsible to
    13. Coordinate and lead the annual audit process, liaise with external auditors and establish an Internal Audit check system of all departments’ financial related documents. 
    14. Organize a comprehensive training program to train employees regarding financial policies and procedures.
    15. Review monthly payroll and make sure the payroll is within approved budget and proportionate staff salaries allocated per approved budget
  1. Responsible to make sure taxes paid timely as Tax Law of Islamic Republic of officers, Afghanistan 
  2. Monthly budget follow up for each project and sharing the reports of variances to the respected project officers and management team.
  3. Monitoring the cash flows for the office and for each projects activities.
  4. Cash flow forecast for each project one month priors and sharing the reports to the program and Executive director.
  5. Follow up with the finance the deadlines of financial reporting to donors, their accuracy, variance analysis and the tax remittances to the finance ministry.
  6. Any other task is given by your supervisor
 

Job Requirements

Qualifications:      

  • Bachelor Degree in Finance, Masters will be an advantage

Experience & Skills:       

  • At least 4-8 Years Experience in relevant field
  • Good quality of instruction
  • Fluent in Dari, Pashto & English written and spoken
  • Computer skill in MS. Office packages, Quick Book is must
  • Familiar with planning, and prioritizing tasks
  • Honest, Motivated, tolerant, active and well mannered

Strong Interpersonal & communication skills
