The Finance Manager will hold a pivotal role in the financial management and oversight of CARE Afghanistan’s USAID-funded program. This program, implemented through a consortium of national and international partners, necessitates rigorous financial planning, monitoring, and reporting to ensure transparency, compliance, and effective use of resources. The Finance Manager will oversee all financial aspects of the project, ensuring that all partners adhere to USAID regulations and CARE’s financial policies.
Key Responsibilities
1. Financial Planning and Budgeting
Budget Development: Lead the preparation of detailed budgets in collaboration with the Deputy Chief of Party (DCoP), Chief of Party (CoP), and consortium partners, ensuring alignment with program objectives and USAID requirements.
Financial Forecasting: Conduct financial forecasting to anticipate funding needs and cash flow requirements, ensuring the program is financially sustainable throughout its lifecycle.
2. Financial Management and Reporting
Financial Systems Management: Establish and maintain financial systems and processes that ensure accurate and timely financial reporting across all consortium partners.
Periodic Reporting: Prepare and submit regular financial reports to USAID, CARE headquarters, and consortium partners, detailing expenditures, variances, and financial performance.
Compliance and Audit Preparation: Ensure compliance with USAID regulations and prepare for internal and external audits, addressing any findings promptly and effectively.
3. Consortium Coordination
Financial Coordination: Coordinate financial activities across consortium partners, ensuring that all partners adhere to the established financial procedures and reporting timelines.
Training and Capacity Building: Provide financial management training and support to consortium partners to strengthen their financial capacity and ensure consistent application of financial practices.
4. Expenditure Tracking and Management
Expense Monitoring: Track program expenditures meticulously, ensuring that all expenses are allowable, reasonable, and allocable under USAID guidelines.
Variance Analysis: Conduct regular variance analysis to compare actual expenditures against the budget, identifying and addressing any discrepancies.
5. Cash Flow Management
Fund Disbursement: Manage the disbursement of funds to consortium partners, ensuring timely and accurate distribution based on project needs and partner requirements.
Liquidity Management: Monitor and manage cash flow to ensure sufficient liquidity for ongoing program activities.
6. Internal Controls and Risk Management
Internal Control Systems: Develop and implement robust internal control systems to safeguard project assets and ensure financial integrity.
Risk Assessment: Conduct regular financial risk assessments and develop mitigation strategies to address identified risks.
7. Compliance and Quality Assurance
Regulatory Compliance: Ensure that all financial practices comply with USAID regulations, CARE policies, and local laws.
Quality Assurance: Implement quality assurance measures to maintain high standards in financial management and reporting.
9. Stakeholder Engagement
Collaboration: Work closely with program staff, consortium partners, and external stakeholders to facilitate effective financial management and communication.
Financial Reporting to Stakeholders: Provide accurate and transparent financial reports to stakeholders, fostering trust and accountability.

Education: Bachelor’s degree in finance, Accounting, Business Administration, or a related field; a Master’s degree or professional certification (e.g., CPA, CMA) is preferred.
Experience: Minimum of 7 years of experience in financial management, preferably within the international development sector and with USAID-funded programs.
Skills:
- Strong knowledge of USAID financial regulations and compliance requirements.
- Proficiency in financial management software and tools.
- Excellent analytical, organizational, and communication skills.
- Ability to work collaboratively in a consortium model.
Language: Fluency in English, Dari and Pashto.
