Job Description

Duties & Responsibilities

  • Ensure VDO meets all requirements for annual tax clearance with MTO.
  • Understand and meticulously follow tax rules and paperwork.
  • Lead the preparation for various audits and assessments, including donor micro-assessment, SPOT checks, HACT assessments, and internal/external audits.
  • Gather and organize financial documents for audits.
  • Handle donor audits and reviews of annual financial plans and policies.
  • Review and enhance VDO's yearly financial plans and policies to align with organizational goals and legal requirements.
  • Check all financial documents related to grants to ensure compliance with donor rules.
  • Work closely with program teams to effectively manage grant finances.
  • Review and prepare financial documents for grants and calculate taxes for government submission.
  • Prepare and review financial grant reports for donors and regular financial reports for VDO's Executive Director.
  • Calculate and submit VDO's taxes on time.
  • Stay updated on changes in tax laws and adjust VDO's financial practices accordingly.
  • Prepare taxation documents for VDO's annual tax clearance.
  • Calculate and submit payroll and contractual taxes to the MTO system.
  • Ensure timely payment of taxes to the relevant directorate of taxation.
  • Prepare annual financial reports in both QuickBooks and VDO format.
  • Generate monthly financial reports for VDO management.
  • Prepare financial reports in donor formats for grant submissions.
  • Generate ad-hoc reports as requested by VDO management for specific activities or projects.
  • Implement and enforce financial policies across all staff and projects.
  • Maintain proper financial control and transparency over project activities expenses.
  • Implement effective cash management strategies to optimize liquidity.
  • Oversee the distribution of funds, ensuring proper documentation and adherence to financial policies.
  • Monthly clearance of expenses and creation of cash forecasts in accordance with VDO's financial policy.
  • Ensure regular inventory checks and physical counts of assets at both the main office and provincial levels.
  • Manage financial matters in all regions, ensuring everyone follows financial rules.
  • Oversee paperwork, communication, and money transfers to the region.
  •  Implement financial policies at the regional level.
  • Represent VDO in donor meetings

Reporting line:

The Finance Manager will report to VDO Executive Director.

Job Requirements

Qualifications:

  • Bachelor or Master degree in Accounting and/or Business Administration specialized in Finance. Professional certification in CPA / ACCA is desirble.
  • Minimum of 7 years working with national and international NGOs in accounting, financial management and relevant fields
  • Strong understanding of financial principles, practices, regulations, and compliance of donors and UN agencies.
  • Knowledge and familiarity with Quickbook
  • Strong leadership and management skills

Commitment and Dedication:

  • Knowledge, understanding and commitment to organizational policies
  • Willingness to travel to provinces when planed by the management
  • Willingness to work outside official hours

Language Proficiency:

  • Fluency in both national language (Dari & Pashto) oral and written
  • Fluency in English is a must both oral and written
