The Aga Khan Agency for Habitat (AKAH), an agency of the Aga Khan Development Network (AKDN) in Afghanistan, on Sunday was introduced as an agency specializing in emergency management and the built environment.

Onno Ruhl, the General Manager of the Aga Khan Agency for Habitat (AKAH), said the program has helped promote standard dwellings for returnees and helped those living in remote regions to find adequate shelter. 

“All these activities I mentioned would be highly relevant in Afghanistan at the present time - that’s why we are here today. We are here because of all of us at AKDN believe that Afghanistan is one of the most important countries in the world for Aga Khan Agency for Habitat to deliver its mandate. 

"We want to build on 22 years of FOCUS’s excellent work, to make remote communities in the mountains of the Hindukush not just safe but for them to thrive. We want to deepen our partnership with the government and in particularly with ANDMA for even greater impact on all Afghanistan,” said Ruhl. 

Afghan officials welcome the move and pointed out that Afghanistan deals with a wide range of regular natural disasters. 

“We are in the first or second position among ten countries which have a lot of natural disasters,” said State Minister For Natural Disaster Management Najib Aqa Fahim. 

“Restoring degraded land means better lives and incomes for farmers and pastoralists and less pressure on people to migrate to cities. We see this ethic of partnership,” said Nurjehan Mawani, the Ambassador the AKDN in Afghanistan. 

“We can see some very alarming numbers that are coming from various reports, based on the World Bank and the The Global Facility for Disaster reduction and recovery report which was produced in 2017; we can see that in Afghanistan annually we have 560 people on average who lose their lives due to earthquakes; floods are threatening their lives and poverty is also impacting 800,000 people. 

“Based on the report, 10,000 kilometers of roads in Afghanistan is under threat of avalanches which happen every year; the effect of drought is very significant. Based on a report, $280 million in agricultural losses are sustained annually and if you go to rural areas, the impact is indeed very challenging,” said Shodmon Hojibekov, CEO of Aga Khan Foundation for Habitat. 

In Afghanistan, the Aga Khan Agency for Habitat (AKAH) − previously Focus Humanitarian Assistance − engages with communities living in remote mountainous areas to increase their resilience to natural disasters and complex emergencies.  

The Aga Khan Agency for Habitat also supports communities to utilize an enabling habitat to enhance their health, education and economic development. 

The approach is to predict where possible potential emergencies may impact homes and livelihoods, identify structural and non-structural interventions that can prevent or mitigate the impact of those hazards, and to build the capacities of communities and local and national governments to reduce their vulnerability to risk and to increase their capacities to help their neighbors.  

To enable this, AKAH implements a wide range of disaster prevention and response initiatives in local communities, including disaster preparedness training, vulnerability assessments, risk mitigation activities and disaster relief efforts. 

Job Description

(Overall purpose of the job):

Under the direct guidance and supervision of HOD - Human Resources or his/her nominee(s), HR Officer provides HR services ensuring high quality, accuracy, and consistency of compensation & benefit.

The HR Officer shall also get engaged in other areas of Human Resources in the country level, specifically supporting the HOD-HR with recruitment processes, file and absent management. The incumbent will support in full compliance of HR processes and records with AKAH-A rules, regulations, policies and strategies.

Quick book entry of data, ministry of economy reporting, Advances Reconciliation, monitoring of fund statement, core Projects reporting

 

(MAIN RESPONSIBILITIES AND TASKS):

  • Recording of expenses in cashbook within 2 days after receiving the invoices.
  • Payment of all taxed related to the organization on timely manner.
  • Makes sure all the invoices processed are related to organization and proper documents are provided before the reimbursement.
  • Prepare the reports to ministry of economy every six month and make sure to submit the report on timely manner.
  • Preparing all donor funded projects reports and makes sure that all the expenses are charged to the correct BL and donor compliance are met.
  • Reconciliation of staff advances and salary advances, keep track of the advances and make sure that advances cleared on monthly basis and advances are not due over 60 Days.
  • Providing budget utilization on monthly basis to CFO and other senior managers in the organization.
  • Maintaining fixed assets register Sheets
  • Maintaining of scan voucher and verification of scan vouchers for the project on monthly basis.
  • Ensure that all transactions correctly recorded in the cashbook and the correct budget lines are used and posted in the system (QUICK BOOKS)
  • Developing project monthly expenditure report on 7th of each month for all donor projects.
  • Understand and meet expectations of stakeholders, including the CFO, other colleagues, Board members, auditors, senior management, and Donors.
  • Undertake any other tasks and assigned by CFO
  • Under the Payroll process function of HR, the HR Officer will:
  • Input and track all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivities, recoveries, adjustments and separations through HR and finance reports
  • Monitor, collect and analyse the monthly attendance/timesheets for staff and provide summary of the absent management on monthly basis
  • Prepare monthly payroll for staff with all appended activities
  • Review and reconcile monthly payroll report of all AKAH, A regions
  • Prepare monthly tax reconciliation reports
  • Prepare monthly Hiring and Separation report with close collaboration with department heads
  • Prepare and maintain monthly payroll file “hardcopy”
  • Prepare “full and final settlements” for out-going employees

  • Implement Recruitment for the organization focusing on achievement of the following results:
  •  
  • Preparation of draft recruitment plan, compiling matrixes, performing functions of HR representative in interview panels and make sure the compliance of the interview session with the organization established rules and regulations.
  • Provide assistance to HR Supervisor in recruitment processes to facilitate filling the vacant positions at the right time with the right potential candidates
  • Post job advertisements on local and international job portals and circulate the VAs internally within AKDN and DJI
  • Organize recruitment processes including drafting job descriptions, provision of input to job classification processes, vacancy announcements, screening of potential candidates, shortlisting and calling candidates for written test or interview
  • Arrange the tests and interviews for shortlisted candidates in coordination with hiring unit
  • Assist with the reference check process i.e. prior employment references, credentialing and etc. in line with the HR policies and procedures
  • Assist in conducting orientation and on-boarding of new comers
  • Filing Management and handling personnel files with the right recruitment documents and make sure the safety and confidentiality of the personnel files

Active involvement in performance management and development process alongside other HR personnel

 

Job Requirements

(SPECIFICATIONS (MINIMUM REQUIREMENTS)

Education:

  • Bachelor’s degree in Finance, Economics, Business Administration, Public Administration and Accounting is required. Professional accountancy designation from a recognized institution would be desirable.   

Experience:

  • Minimum 2 to 3 years of work experience in Finance, Finance administration or economics with national or international organizations.
  • Minimum of year2 to 3 years of experience working in HR preferably on recruitment, payroll and benefits domains
  • Experience of working with international/Local NGOS or any other UN agencies

Skills:

  • Proficiency in Microsoft Office package components
  • Advanced hands-on production and adaptation of pivot tables/formulas in Excel
  • Use of accounting packages and databases preferred
  • Having Experience in Microsoft Dynomic 365
  • Processing payroll through Microsoft Dynomic 365

 

Technical Skills:

  • Fluency in English and local language(s)
  • Excellent written and oral communication skills
  • Experience in leading and managing teams

Other Skills:

  • Good knowledge of accounting
  • Ability to work as team and bring new ideas and creativity
  • IT skills, knowledge of financial software

 

Personal Characteristics:              

Excellent interpersonal skills
