Job Description

ROLE PURPOSE:

As a member of the country office finance team reporting to the Manager, Reporting – the Coordinator provides support to Afghanistan Country Office (AFCO) by preparing financial reports for internal and external use, and for the donors/members. S/he is also required to produce ad-hoc reports and analyses as the management requires.

 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

 

Reports to: Manager, Reporting (FP & A)

Budget Responsibilities:

Role Dimensions AFCO has a current annual portfolio of about USD 27 million, with about 35 active awards in a given month for which reports are submitted to various Budget holders, SC Members, and donors on regular basis. AFCO implements the program in Afghanistan via seven sub-offices in the provinces, plus a program and the country office in Kabul, The Coordinator ensures efficient and effective use of the CO Financial resources through accurate reporting, analysis, and forecasting for the awards and locations as assigned by the supervisor.

KEY AREAS OF ACCOUNTABILITY:

  1. FINANCIAL REPORTS (40% FT LOE)
  2. Preparing financial reports for the relevant awards assigned by the supervisor.
  3. Provide information to the relevant FCC departments to make adjustments accordingly to donor requirements and BH feedback.
  4. Provide/coordinate with BH and Awards on the response/justification for the over/under spending.
  5. Track past, current, and future expenditures at varying levels (e.g., office, program, administration).
  6. BVA'S PREPARATION AND CIRCULATION (25% FT LOE)
  7. Preparation of the template for the assigned new awards monthly monitoring sheet.
  8. Preparation and sharing the BVAs for the assigned SoF with the relevant BH and addressing their concerns.
  9. Respond to the action points raised by the budget holder/Tas and another program team for the assigned awards.
  10. Coordinate with the Budget team on the National and International Staff time sheets.
  11. NAF AND OTHER DESIGNATED FUNDS FOCAL POINT (10% FT LOE)
  12. Preparation of NAF and other Designated funds monitoring sheets for supervisor review and onward submission to the FD.
  13. Take corrective adjustments on NAF in coordination with the FCC team.
  14. OTHERS (25% FT LOE)
  15. Travel to the provinces for capacity building in donor/internal reporting.
  16. Assist in conducting internal/external audits for issues related to the reporting section.
  17. Act as a focal person for assigned awards.
  18. Assist in covering for any other position in the Director, Finance team during the vacancy, leaves, or high workload.
  19. Be a member of the procurement/bid committee representing the finance department.
  20. Perform other related responsibilities as assigned by the supervisor.
  21. Ready to work to respond to any natural disaster or emergency situation anywhere in Afghanistan.

Job Requirements

QUALIFICATIONS 

  • Recommended a minimum of 5 years experience in a similar role
  • Master/16 – 18 years of education in a related field
  • Excellent analytical skills-the ability to analyze complex financial data and design and produce effective management information
  • Excellent experience in reporting
  • Excellent experience with computerized accounts packages, Excel, PowerPoint, and Word
  • Strong communication and interpersonal skills
  • Ability to manage a complex and diverse workload and to work to tight deadlines.
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams in emergencies.
  • Understanding of Save the Children’s vision and mission and a commitment to its values
  • Written and verbal fluency in English

EXPERIENCE AND SKILLS

  • Managerial – including program planning, implementation & development, budget, monitoring, and supervisory and training skills
  • Good communication skills
  • Problem-solving, analytical and negotiation skills
  • Representation skills
  • Computer literate
  • English proficiency in both speaking and writing
  • 4 – 5 years of work experience in the relevant field(s)
