Job Description

ROLE PURPOSE: 
As a member of the country office finance team reporting to Senior Manager, Finance – the Specialist provides support to Afghanistan Country Office (AFCO) by ensuring that all the transactions regarding  payroll are properly accounted for, all the sub-offices in Afghanistan have enough liquidity to pay bills on time, all the donor/ SCI/ governments laws / rules / regulations are complied with, and that the internal and external reviews / audits are properly coordinated. S/he is also required to produce ad-hoc reports and analysis as required by the management. 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.


SCOPE OF ROLE: 

Reports to: Senior Manager, Finance (C&C) 

Staff reporting to this post: N/A

Role Dimensions: AFCO has a current annual portfolio of about USD 60 million, with about 50 active awards in a given month for which reports are submitted to various Budget Holders, SC Members and donors on regular basis. AFCO implements programs in Afghanistan via seven sub-offices in the provinces, plus a program and the country office in Kabul. With a focus on Financial Analysis and sub-awards, Coordinator ensures efficient and effective use of the CO financial resources through accurate recording of transactions, ensuring funds liquidity, compliance with tax and other laws of the country / donors / SCI, and facilitate internal / external reviews and audits. 


KEY AREAS OF ACCOUNTABILITY: 

1.    Analysis and reports: (5% FT LOE)
a.    Prepare analysis reports as required for by the CD, FD, and SMT.
b.    Provide information to Budget manager during proposal budget preparation to ensure staff positions are fully funded
  
2.    Payroll:  (30% FT LOE)
a.    Prepare and keep up-to-date effort and severance reports
b.    Review and reconcile of payroll received from the HR for the assigned offices.
c.    Ensure that any changes during the month are considered in payroll.  Reconcile with new staff bank details forms and staff exit forms.
d.    Review calculation of payroll including income tax withholding, overtime, allowances, deduction of advances etc.
e.    Preparation of related Journal vouchers for posting salaries and taxes as well as severance and other fringe benefits.
  
3.    Accounting :  (20% FT LOE)
a.    Ensure all expense transactions, including payroll and sub-grant expenses, are entered into Agresso in the correct period for the assigned offices and partners.
b.    Ensure required corrections and adjustments are identified and posted 
c.    Prepare and enter necessary accruals at each period end or at the end of an award 
d.    Ensure amortization of advances and expenses, and transactions are booked / allocated to correct codes.
e.    Review balance sheet accounts of the assigned offices, and ensure accounts are reconciled in the Agresso system and are up-to-date according to the finance policies.
f.    Download all international HQ transactions from Inter-country expenses account, code them with the help of Planning and reporting section, and prepare appropriate journals for posting. Reconcile this account on a monthly basis in Agresso.
g.    Perform regular visit to sub-office for capacity building, use of Agresso, streamlining payroll.
 
 
4.    Audit: (10% FT LOE)
a.    Facilitation to External Auditors (For USAID and ECHO Awards Projects Aduit only) (Communicating their requirement with other departments, response to their queries and management letter)
b.    Reviewing vouchers before submission to Auditors for ECHO and USAID Projects audit only
c.    Providing feedback to Audit findings for ECHO and USAID Projects Audit Only
d.    Make sure all the support documents those are sampled by Audit are attached with the vouchers for which the payments are made via AP in center. 


5.    Other:  (10% FT LOE)
Under directions from the supervisor:
a.    Act as a focal person for assigned awards and partners.
b.    Be a member of the procurement / bid committee representing finance department
c.    Assist in covering for any other position in the Director, Finance team during vacancy, leaves, or high workload.
d.    Ready to work to respond to any natural disaster or emergency situation anywhere in Afghanistan

Job Requirements

QUALIFICATIONS AND EXPERIENCE:
•    Recommended a minimum of 5 years’ experience in a similar role 
•    Bachelor’s degree with 5 years of relevant experience and Master’s degree will be a plus point.
•    Excellent analytical skills–the ability to analyse complex financial data and design and produce effective management information
•    Excellent experience of reporting 
•    Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
•    Strong communication and interpersonal skills
•    Ability to manage a complex and diverse workload and to work to tight deadlines
•    Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
•    Understanding of Save the Children’s vision and mission and a commitment to its values
•    Written and verbal fluency in  English
