Job Description

The Area-Based Approach to Development Emergency Initiatives (ABADEI) Strategy for Afghanistan is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihoods and the strengthening of community resilience. The distinguishing feature of the area-based approach is that it is an integrated response that simultaneously addresses multiple vulnerabilities to avoid the country's socio-economic collapse in a context of severe instability.  

In this context, Country Office (CO) Finance unit is entrusted with the following: 

  • Ensuring implementation of operational and financial management strategies and procedures.  
  • Ensuring proper control of CO account. 
  • Managing the budget of management projects and organize an optimal cost-recovery system. 
  • Ensuring proper Country Office cash management focusing on achievement Knowledge Building and Knowledge Sharing. 

Under the overall guidance and supervision of the Finance Analyst (NOA) the Finance Associate is responsible for effective delivery of financial services, transparent utilization of financial resources and management of the Country Office finance unit. The Finance Associate analyses and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues related to disbursements. The Finance Associate promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations. 

The Finance Associate works in close collaboration with the finance Unit team members to ensure effective budget management and that are made in an efficient and timely manner and works in close collaboration with the operations, programme, and project teams in the CO and with respective units in HQ and Global Shared Services Center (GSSC) ensuring successful CO performance in financial management. 
 

Duties and Responsibilities

1.) Ensures implementation of operational and financial management strategies, adapts processes and procedures focusing on achievement of the following results: 


  • Full compliance with UN/UNDP rules and regulations of financial processes, financial records and reports and audit follows up, implementation of the effective internal control framework. 
  • CO finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management. 
  • Provision of inputs for implementation of cost-saving and reduction strategies in consultation with the office management. 
  • Follow up on UN agency contributions within the CO resource mobilization efforts. 

2.) Ensures administration of budgets and functioning of the optimal cost-recovery system focusing on achievement of the following results: 

  • Preparation and modifications of budgets for UNDP management projects. 
  • Presentation of researched information for planning and status of financial resources of the CO. 
  • Timely preparation of cost-recovery bills for the services provided by UNDP. 
  • Implementation of the income tracking system and follow up on cost recovery. 

3.) Provides accounting and administrative support to the Finance Unit and performs Global payroll functions focusing on achievement of the following results: 

  • Creation of non-PO and PO invoices for non-Quantum agencies and management and development projects 
  • Proper quality check and control of the supporting documents for; preparation of all types of invoices.  
  • Review and confirm Pay Cycle list with GSSC. 
  • Coordinate Quantum agency pay cycle list with them before routing them to GSSC. 
  • Provide support in maintenance of suppliers in Quantum. 
  • Liaison with GSSC for Global payrolls processing.  
  • Maintenance of the internal expenditures control system which ensures that invoices are processed, matched, and completed, transactions are correctly recorded and posted in Quantum; payrolls are duly prepared and processed; travel claims, MPOs and other entitlements are duly processed. 
  • Timely corrective actions on unposted invoices, including the invoices with budget check errors, match exceptions, unapproved invoices. Timely response to HQ requests to resolve financial data issues. 
  • Miscellaneous Deposits in UNDP bank accounts are monitored and recorded via UNall. 
  • Cash receipts and petty cash payments of UN Agencies and common shared activities are monitored and recorded in Quantum. 
  • Periodic budget status and detailed expenditure reports are prepared and presented to UN Agencies, for common shared activities. 
  • Other duties performed related to financial management of common shared activities and UN Agencies as needed. 

4.) Ensures proper CO cash management functioning focusing on achievement of the following results: 

  • Timely identification and recording of receipts for income application. 
  • Alternate to Treasury Associate for daily review of balance of local bank account to monitor availability of cash in local currency. 
  • Timely preparation of weekly cashflow forecast for use by Head of Finance/ Finance Analyst. Liaison with UN Agencies to obtain estimate of their cash requirement.  
  • Preparation of the checks and bank transfers. 
  • Preparation of monthly UN exchange rate report to Treasury. 

5.) Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results: 

  • Organization/conduct of training for the operations/programme/projects staff on financial management and RBM. 
  • Synthesis of lessons learnt and best practices in Finance. 
  • Sound contributions to knowledge networks and communities of practice

Job Requirements

Education:

  • Secondary Education, with specialized certification in accounting and finance is required. 
  • A University degree in Finance or Accounting desirable.  
  • Part-qualified accountants from an internationally accredited institute of accountancy will have a distinct advantage. 
  • Fully Qualified Accountant, from an internationally accredited institute of accountancy or Full Completion of the UNDP Finance Training and Certification Programme (FTCP). No UNDP Accountancy and Finance Test (AFT) required.  
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete UNDP Finance Training and Certification Programme (FTCP), if recruited. However, no UNDP Accountancy and Finance Test (AFT) is required.  
  • Candidates with no professional accountancy qualifications but with relevant experience must successfully undertake UNDP Accountancy and Finance Test (AFT) before shortlisting and must complete the UNDP Finance Training and Certification Programme (FTCP), if recruited. 

Experience:

  • Minimum 6 years (with high school diploma) or 3 years (with bachelor’s degree) of progressively responsible finance and accounting experience at the national or international level is required. 
  • Demonstrated knowledge of and application of IPSAS and/or IFRS is required.  
  • Prior experience and knowledge of Quantum is highly desirable. 
  • Experience in handling web-based management systems and ERP systems for financial management is required. 
  • Demonstrated excellent understanding and prior experience of agencies cost recovery is desirable. 
  • Demonstrated experience of excellent interpersonal skills in a service provider environment is required. 
  • Demonstrated experience and understanding of the UN environment, and the Finance and Accounting policies of UN and UNDP, is desired. 
  • Experience in the usage of computers and office Software packages (MS Word, Excel etc.), and advanced knowledge of spreadsheet and database packages is required. 
  • Fluency in English, and Dari or Pashtu is required.
