SCI - Afghanistan
Save the Children has been working in Afghanistan since 1976. Our way of working close to people and on their own terms has enabled us to deliver lasting change to tens of thousands of children in the country. The UN Convention of the Rights of the Child is the basis of our work.
We are helping children get a better education, we make it possible for more boys and girls to attend school, we help children protect themselves and influence their own conditions. We work with families, communities and health workers in homes, clinics and hospitals to promote basic health in order to save lives of children and mothers
CHILD SAFEGUARDING:
Level 2: either the post holder will have access to personal data about children and young people as part of their work; or the post holder will be working in a 'regulated' position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required {at 'standard' level in the UK or equivalent in other countries).
ROLE PURPOSE:
As a member of the BLK office finance team reporting to the Sr. Finance Officer and finance Assistant (Cashier) -the Assistant provides support to the Afghanistan BLK Office by ensuring that all the cash transactions are properly documented, all the bank transactions are recorded in the system regularly, and that the transactions are filed, and archived as per standards.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
SCOPE OF ROLE:
Reports to: Sr. Finance Officer

Role Dimensions: AFCO has a current annual portfolio of about USD 60 million, with about 48 active awards each month for which reports are submitted to various Budget Holders, SC Members, and donors regularly. AFCO implements programs in Afghanistan via seven sub-offices in the provinces, plus a
program and the country office in Kabul. The Finance Assistant (Cashier) ensures efficient and effective use of the BLK financial resources through fully documented cash payments, regular data entry of bank
transactions in the system, and filing I archive of the financial records as per standards.
KEY AREAS OF ACCOUNTABILITY:
1. Bank transactions
a. Prepare all bank transactions for employees and Suppliers, including tax calculations.
b. Payment to suppliers; check the support documents in compliance with SCI Policy.
c. Preparation of vouchers
2. Filing System
a) Filing vouchers of BLK FO to maintain the internal controls.
b) Labeling scanning files for Cash payment, Bank Payment, GJVs, Payrolls, Accruals, Tax payments, and MFR.
c) Provide necessary support during internal and external audit exercises:
d) Keep the filling system for those payments made by the SCI center on SCI AFG's behalf.
e) make sure all the hard copies of financial vouchers are properly scanned and match with the scanned files.
f) Make sure all the financial correspondence is filled well and scanned for easy reference to audit.
g) Make sure all the changes to bank signatories are filled and scanned well.
h) Make sure all the fund requests from the field offices are filled properly.
3. Data entry
a. Entry of cash payments.
b. Daily cash count sheet verification.
4. Others
Under supervisor instructions:
a. Perform balance Sheet Accounts Reconciliation
b. Provision of Documents to Internal I External Audit
c. Other tasks as assigned.

QUALIFICATIONS AND EXPERIENCE:
• 2 years' experience in a similar role
• Bachelor's education in related field
• Excellent experience with computerized accounts packages, Excel, PowerPoint, and Word
• Strong communication and interpersonal skills
• Understanding of Save the Children’s vision and mission and a commitment to its values
• Written and verbal fluency in English
