Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction

Medair Afghanistan has been operating since 1996 and currently works in three provinces: Daykundi, Uruzgan, and Kandahar. The country's main office is in Kabul, with multiple field offices. Medair implements WASH, Food Security, Health and Nutrition programming.

Job Description

Overall Purpose

Handling of day-to-day cashier and Finance functions required to ensure the needs of projects are met; finance practices done in accordance with Afghanistan national standards.

Project Overview 

An Integrated Emergency Response: Medair’s aim is to respond to high levels of food insecurity, malnutrition and morbidity, which have been significantly affected by drought and conflict conditions. Project activities in Uruzgan are to improve and extend utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.

 

RESPONSIBILITIES

General Responsibilities

  • Cashier duties and safe accounts handling
  • Administrative duties related to finance procedures
  • Financial paperwork checking across departments
  • Immediate notification of any suspicion of fraudulent activity amongst staff and external links
  • Adherence to Medair values and to contribute to the wellbeing of the team as an active member
  • Adherence to Afghan NGO law and Tax Law
  • Adherence to all NRS Regulations and Security Standard Operating Procedures and maintaining confidentiality at all the times

 

MAIN ACTIVITIES

Cashier Duties

  • Managing safe accounts
  • In charge of disbursing money for PDFs and making payments as requested by CD and other budget holders
  • Responsible for checking PDFs (receipts, logistics paperwork, coding, and signatures) submitted for payment
  • Responsible for maintaining a good record of all expenses paid by safe accounts
  • Keep a cash flow statement of every PDF given to staff for purchases or payments via a PDF tracker
  • Responsible for closing safe accounts at the end of the Medair financial month
  • Track outstanding PDF closures at end of financial month
  • Make a cash count at the end of every week

 

Administration

  • Implement and maintain related administrative procedures
  • Manage own filing and archiving
  • Ensure archiving in accordance with headquarters requirements
  • Prepare all finance documents for scanning and archiving
  • Provide written and oral translation as necessary and request external assistance when necessary

 

General

  • Contribute to the smooth running of the finance department
  • Contribute to good relations between all departments in Medair Afghanistan
  • responsible for assisting the Finance Officer as necessary and with comprehensive support
  • Assist in the preparation and submission of the annual tax return
  • Be flexible, willing to assist in other areas of work as requested
  • Ensure timely reporting of issues to the Finance Officer
  • Ensure immediate notification of any suspicion of fraudulent activity amongst staff and external links
  • Ensure all procedures and activity is in accordance with Afghan NGO law and Tax Law
  • Ensure office and personal workspace is well organised and kept tidy
 

Job Requirements

PERSON SPECIFICATION

Educational Background

  • High School graduate
  • University graduate

 

Relevant Work Experience

  • 1 Year working as an administration assistant in a company, government ministry, school, or NGO
  • 1 Year working in a Finance role in an International NGO

 

Language Skills

  • Fluent Dari oral and written skills
  • Good English oral and written skills
  • Language skills (written and oral) will be tested in the interview
  • Excellent English oral and written skills

 

IT Skills

  • Good understanding of MS Word and Excel
  • Experience using scanners, copiers and file naming
  • Excellent MS Office skills

 

Organizational Capacity

  • Able to prioritise
  • Able to manage time efficiently to meet regular deadlines
