Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction

Medair Afghanistan has been operating since 1996 and currently works in three provinces: Daykundi, Uruzgan, and Kandahar. The country's main office is in Kabul, with multiple field offices. Medair implements WASH, Food Security, Health and Nutrition programming.

Job Description

MAIN ACTIVITIES

 

Finance:

  • Processing payments, invoices, and follow-up on payroll and labour reporting
  • Updating financial records and databases
  • Preparing financial statements and reports as requested.
  • Supporting senior staff and other departments with accounting matters
  • Carrying out clerical and administrative tasks delegated by the Finance Officer
  • Prepare all finance documents for scanning and archiving
  • Other tasks that assigned by Finance Officer or PSM

 

Cashiering:

  • Managing safe accounts
  • Paying the customer according to the internal financial rules and regulations
  • Ensuring the accuracy of invoices and receipts
  • Counting the contents of the cash register drawer at the end of each week and month
  • Keeping the accounting book in compliance with the donor’s requirement and allotting funds according to the correct allotment funding
  • Maintaining receipts, records, and withdrawals, sending the finance records in Kabul office

 

Recruitment:

  • Ensure to upload of both RRF and JD to the recruitment folder before announcement.
  • Coordination with KBL HR team regarding announcement, longlisting, and shortlisting process inline with consultation of Supervisor.
  • scheduling written tests and interview with consultation of Line manager, and facilitating these, especially for female candidates.
  • Follow up with candidates regarding reference check, supporting documents and induction with female staff and share the update with Supervisor on timely basis.  

Documentation and Archiving:

  • Updating staff personnel files (hard) for active and inactive members in line with consultation of Supervisor.
  • Working on in/out letters and updating it whenever received or issued any letter with consultation of Supervisor.
  • Filing all project registration and MoU documents in relevant files. Not provide any office letters to staff before supervisor approval.
  • Labelling all Admin/HR files in the cabinet.

 

Leave tracking:

  • Assist program female staff who are not familiar with Medair People (HMIS) on leave booking with consultation of line supervisor and track the leave record in excel sheet and provide to line supervisor at end of each month to booked in Medair People.
  • Follow-up on leave , for male/female staff while needed and book leave balance in the Medair People with consultation of line supervisor.

 

Performance Appraisal:

  • Assisting and guiding  on booking objectives for probationary period and afterward.
  • Follow up with line managers and male/female staff on probationary and annual appraisal process with consultation of line supervisor.

 

Communication/coordination and team working:

  • Facilitate written test and interviews in other field bases, for candidates applying for roles with Medair teams in other locations with coordinating of her supervisor.
  • Assisting and organizing the HR training
  • Follow up on complaints received by the HR department, especially when these relate to female staff or beneficiaries.
  • Other tasks that assigned by HR Office, PSM, or Project Coordinator.

 

Technical responsibilities

  • HR and Finance functions
  • Finance and HR Duties
  • Immediate notification of any suspicion of fraudulent activity amongst staff and external links

 

General responsibilities

  • Adherence to all NRS Regulations and Security Standard Operating Procedures and maintaining confidentiality at all the times

 

Job Requirements

Qualification / Experience

Vocational qualification

  • University Graduate (Bachelor) in Management, business administration or another relevant topic.

 

Work experience

  • 2-3 years of experience in Finance /HR field

 

Languages

  • Excellent English & Dari
  • Language skills (written and oral) will be tested in the interview

IT

  • Excellent MS Office skills
  • Experience using scanners, copiers, and file naming systems
