According to OCHA, millions of people are in need of humanitarian assistance in Afghanistan, and the country is experiencing a serious economic crisis of its kind in the last four decades. The conditions are getting worse each day due to unstable political situation, natural disasters and many other inter-linked barriers. In the last 2 decades, the system, which was built with the support of international community, is no more there, which is a potential risk for a country like Afghanistan. Winter is approaching which may trigger further risks such as health problems, deaths, etc. to millions of people especially those affected by conflicts and natural disasters.

It is in this context that WSTA has designed this project to deliver life-saving winter support assistance to most vulnerable IDPs and non-displaced affected population as per periodization of the shelter cluster in Salang and Surkh-e-Parsa districts of Parwan province, and Ajristan district of Ghazni province. We will provide cluster standard “cash for heating support family”, “in-kind winter clothing package and “in-kind blanket package to 1170 IDPs and non-displaced affected population in project target locations. We are equally allocating the assistance on district level.

Under direct supervision of the Field Supervisor(s) and accountable to Senior Project Officer, the Field Surveyors/Officers will manage the mapping exercise, coordination with local authorities, data collection and entry, arrangement of distribution, arrangement of AAP and post distribution monitoring, etc. The surveyors will be based in our Kabul main office will have regular travel to project sites. Only salary is considered with no other allowances.

1. Conduct market assessments in project target locations.
2. Regularly conduct risk and need assessments in collaboration with all stakeholders including DoRR, ANDMA, Provincial Governor Office, OCHA, UNHCR, IOM, INGOs/NNGOs and other humanitarian actors in project target locations.
3. Establish community help desks at district level in target provinces
4. Conduct information dissemination sessions with target communities/ population of concern as per project requirements.
5. Recommend potential locations for distribution points which should be safe and accessible for our target population of concern, and other stakeholders.
6. Assist the Field Supervisor with distribution arrangements in selected distribution points
7. Act as distribution staff to manage the distribution of assistance to selected beneficiaries by respecting COVID-19 protection measures during the process.
8. Assist the M&E and project control units with post distribution monitoring, performance monitoring, verification of field level activities, and quality control/assurance of the service delivery to affected population of concern.
9. Assist the protection monitoring unit in organizing of data collection sessions in different districts of the target provinces
10. Any other activities assigned by the field supervisor in compliance with the project grant agreement and organizational policies.
