People in Need’s Afghanistan country programme started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the programme has visibly grown and diversified, but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

 

  1. Background

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2022) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalised communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them. 

PIN has secured an 11 month Educations in Emergencies project funded by the Afghanistan Humanitarian Fund. The project will establish temporary learning spaces to 2400 children in crisis affected communities in Kabul providing access to recreational activities, psychosocial support and basic educational course in line with EIEWG standards.

Job Description

Purpose of the Role

The purpose of the Field Officer role will be to work closely with the Project Manager, Project coordinator, to support administration and delivery efforts towards achievement of the intended results of PINs and OCHA Shelter Project for crises affected Vulnerable families in Sayadabad and Jagato districts in Wardak Province. Considering the Main Activities:  Community sensitization sessions on HLP (Housing Landing and properties), Cash for Food, Cash For Food). project Officers will be responsible for conducting community sensitization meetings across the locations, conduct door-to-door household surveys, oversee the implementation of the cash for Work activities, and coordinate with the CDCs and the community Committees, in line with the project workplan, proposal, Shelter standards and PIN policies, procedures and quality standards.  

 

Responsibilities 

  • Will responsible for engaging with target community and sensitize them to the assistance being provided and its intending purpose in supporting them.
  • Conducting door to door survey to ensure identification of vulnerable household beneficiaries according to the proposed criteria.
  • hold HLP (Housing Landing and property) awareness sessions, and support the HLP advisor with mapping HLP actors and stockholders.
  • Support project coordinator in preparing for distribution days and administration the delivery of assistance to the selected beneficiaries under Cash for Food component.
  • Communicating to beneficiaries’ detail of distribution days and field administration of the distribution ensuring gender sensitive support is provided.
  • Work closely with Site Engineers to follow the cash for work activities and identifying beneficiaries of vulnerable households and clearly discuss the proposed standardized packages with the communities.
  • Contribute to timely reporting from the field ensuring quality, accuracy, and consistency with the project operating procedures and expected standards, being mindful of PINs Code of Conduct and Data Protection Policies. And ensuring collection of information is gathered in a transparent and respectful manner.
  • Monitor for shifts in attitudes towards HLP interventions within the communities being supported, and for emerging protection risks or actual protection issues.
  • Ensure communities are regularly informed about PINs Community Feedback and Response Mechanism, safeguarding and accountability messaging.
  • Be responsible for the designated community(ies) and ensure project management is notified of progress, challenges, risks and opportunities in good time.
  • Responsible for field administration of distributions, field oversight of cash for work sites over the life of the project, in line with PIN SOPs and escalating risks and issues to the PM and/or PO in good time.
  • Any other tasks assigned by coordinator and PM and Support the Shelter team in the monitoring visits, verification efforts and advocacy efforts to support transparency and accountability.

 

Other Duties

  • Support the Program Unit, logistics and finance to prepare items for distribution 
  • Support the Program Unit in timely communication with selected beneficiaries to ensure they are aware of how to and are able to receive their assistance in a safe and timely manner  
  • Provide real-time information on the field situation including but not limited to security, access, needs, health 
  • Adhere to and encourage others to comply with safety and security advisory, procedures and protocols always, and raise any safety or security concerns in an appropriate and safe manner, immediately.
  • Adhere to all project operating procedures
  • Ensure documentation in compliance with internal and rules and regulations are completed and submitted in a timely manner

Job Requirements

QUALIFICATIONS AND PREFERRED SKILLS 

  • Two years demonstrated experience of HLP, legal support under humanitarian projects, including for AHF funded projects (preferred)
  • Demonstrated experience of Cash Based Response (Cash for Food/Cash for Work – only) under humanitarian projects is an asset.
  • University Degree in law, engineering, social sciences or relevant field (varied as 4 positions, 1 position for each field).
  • Demonstrated understanding or project management principles 
  • Experience in progress reporting against plans.
  • Excellent communication and negotiation skills, including listening 
  • Adaptability with sound professional judgement and decision-making skills
  • Demonstrated understanding of ability to apply to principles of AAP and protection 
  • Understanding of risk informed management approaches 
  • Willingness to work in less secure environment 
  • Willingness to travel between districts in the Northern provinces 
  • Fluent in English, Dari and Pashto – written and spoken  
  • Proficient in use of Microsoft Excel and Word.
