About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Job Description

The employee shall abide to this job description, his/her employment contract, PU-AMI Afghanistan National Staff Regulations together with its annexes and attachments, as well as any  rules, regulations, internal policy that may be adopted by PU-AMI Afghanistan

Duties and Responsibilities

 

Objective 1: Ensuring that the accounting procedures are properly followed on a regular basis

  • Activities/Main duties:
  • S/he is the focal point for the accountancy of all the project in the Paktia province.
  • S/he double-checks cash inventories, bank reconciliations and closure of advances on a monthly basis.
  • S/he checks that all expenditures are properly allocated as per donors’ budgets and requirements.
  • S/he checks that all expenditures justifications are in line with PU-AMI, donors’ rules and Afghan Law.
  • S/he prepare on time the monthly accountancy (soft and hard files) is responsible of its quality before sending it to the  Finance Coordination Office .
  • S/he prepares the monthly Tax report on a monthly basis and share it on timely manner with the  Finance Coordination Office

 

Objective 2: Ensuring the cash management of Paktia base

  • Activities/Main duties:
  • S/he ensures good relation with the bank and supervises cash withdrawals, transfers or any other formalities regarding bank accounts
  • S/he ensures the security of the cash according to the cash security procedures.
  • He is responsible of the Paktia Cashbox and proceed to the payments according to the rules.
  • S/he prepares on a Weekly/monthly basis the cash forecast with the all the expenses to be done, and share it on a timely manner with the Finance Coordination Office his consolidation.
  • S/he will be the main focal point with MTA if banking system does not work properly

 

Objective 3: Work on Financial Management

  • Activities/Main duties:

 

  • S/he host the FFU meeting on monthly basis, and consolidate the information from all departments and share the final field FFU version with Finance Coordination Office
  • S/he will be in charge of following at Paktia level the smooth implementation of the activities according to the plan decided during the FFU meeting.
  • S/he provides guidance and analysis regarding eligible expenses and budget allocations to Project Manager/Head of base and field team.
  • S/he checks financial codes in all order forms according to each project budget.
  • S/he plans all project expenses in monthly bases with the Logistic and Program teams.
  • S/he supports the finance team in Kabul on the finance report preparation and audits concerning the budgets under his/her supervision.

 

Objective 4: Miscellaneous

  • Activities/Main duties:
  •  
  • S/he is in regular contact with Field Coordinator/ Head of base for information sharing and support.
  • S/he is responsible to facilitate an appropriate flow of communication with Program and Logistics teams in the field and with Finance team in Kabul.
  • He will participate in weekly provincial coordination meeting and present weekly bullet points of Finance departments 

 

Objective 4: Requested qualities and behavior

 

Due to the specific nature of PU - AMI activities and to the responsibilities of the employee, it may be required to stay at the organization’s disposal for any extra duties related to the work. The above job description is not exhaustive and additional duties / tasks related to the implementation of the program can be asked.

Job Requirements

  • University degree in Administration or any relevant field/ MBA is preferable
  • 5 years’ Experience working in a relevant similar position with INGO
  • Fluent in English and Dari/Pashto
  • Excellent communication skills
  • Team management experience
  • Reliable, rigorous and well organized
  • Able to manage priorities, take initiatives and work without constant supervision
  • Able to ensure neutrality and confidential information remaining within the HR department only
  • Priority will be given to the resident applicants.
