Job Description

Management & Coordination

  • To visit regularly field offices covered by the Project and to provide technical guidance to partner staff.
  • To actively engage with DFA, DCoP in agreeing on staff objectives, appraisals, and probation assessments.
  • Get involved in budget realignments and revisions related to staff costing, capacity development, insurance, and other project staffing needs.
  • Conduct HR Compliance checks in reference to USAID and IRC HR policies.

Recruitment and Selection

  • Drive and support recruitment and selection activities by planning and assessing staffing needs.
  • Advertise positions and assist with scheduling the interviews; Participate in interview panels when needed.
  • Ensure compliance with recruitment process by quality checking the job adverts, posting the job adverts on internal and external job boards, support with sending the electronic form for reference checks, and issuing the offer letter after the process is concluded.
  • Ensure all unsuccessful are being notified; the interviewed candidates are notified by the hiring manager and all the rest are notified via an automatic reply via the recruitment system.
  • Document and file the recruitment process
  • Provide recruitment overview for DFA.
  • Support Project program staff in consultant selection process.
  • Share monthly HR tracker with complete performance and plan with DFA

People Planning

  • Work with DFA on HR initiatives related to project staff.
  • Ensure managers have created job descriptions for the employees and store them on the personnel file.
  • Liaise with CO HR to have oversight and consistency in position titles and grades, across all project field locations.
  • Support project team in workforce planning, succession planning and mobility within project operational locations as per changing context and operational needs of project

Performance

  • Ensure that there is a yearly cycle for performance appraisals for project team.
  • Ensure both probation and performance appraisals are done in time for all project teams.
  • Advice managers on poor performance and ensure the documentation stored on the employees’ p-file is stored properly, act as an impartial mediator in the process, as needed.
  • Engage with legal advisor and update DFA on staff related legal matters.
  • Advise managers on complaint mechanisms and potential disciplinary action, as needed.

Development

  • Drive the induction process in the country for project staff.
  • Drive the coordination of international staff pre-arrival process, arranging induction schedule, office & guesthouse tour, conducting staff HR inductions and liaising with Operations Manager for oversight of logistics, visa/entry process. 
  • Conduct capacity development assessment with project team managers and initiate capacity development plans.
  • Coordinate team related needs and training
  • Manage and coordinate staff exit process and escalate findings to DFA.

Well-Being

  • Manage staff leaves and R&R cycles and update management around issues, if any.
  • Manage project staff issues around health and life insurances.
  • Address staff concerns around payroll, working environment or other staff related complaints. Escalate project staff related issues as necessary.

Contracts and Compensation

  • Issue offer letter for national project staff.
  • Manage the full contract process for national employees including contracts, extensions, addendums, and resignations.
  • Liaise and coordinate with HQ on international staff recruitment process and onboarding.
  • Negotiate terms of employment for national employees
  • Ensure that the terms of employment for national staff are localised.
  • Monthly review of project payroll and running exception reports and checks with project staff contracts.

HR Policies and Support

  • Maintain and update Staff files as per IRC policies.
  • Ensure compliance of HR processes inline with Afghanistan labour laws and other statutory requirements
  • Proactively pursue continuous process improvement in HR related practices to enhance the quality and efficiency of project output/delivery.
  • Project staff communication allowance management on monthly basis
  • Engage and seek technical support from region as needed.
  • Respond to audit requests.

Main Responsibilities:

  • Ensure USAID compliance with all recruitment processes undertaken by AQBE partners (INGO and NGO);
  • Ensure that AQBE partners have adequate training and capacity to undertake all required AQBE recruitment and staff management in a standardized, transparent fashion;
  • Ensure that all AQBE partners are following strict USAID-standard guidelines for recruitment;
  • Ensure PMU-related recruitment is undertaken in a timely and efficient fashion, within USAID compliance regulations, based on needs of the AQBE PMU;
  • Address any HR related issues and challenges which arise for AQBE PMU staff in a confidential and transparent fashion, aligned with IRC HR policies

Job Requirements

  • 5-7 years of HR management  
  • USAID-specific HR management experience (preferred);
  • Bachelor’s degree, master’s degree is preferable in human resources
  • Excellent communication and coordination skills  
  • Excellent communication skills in Pashto, Dari and English.
  • Wiling to travel and conduct partner visits
