Job Description

Job Purpose:

 MHPSS/DATCs Project Manager will be based at Kabul IMC office with field visits to Kabul Female DATC regularly. He/she will oversee and manage the DATCs team as well as monitor IMC's partnership with local partners for the implementation of MHPSS /DATC projects and mhGAP training post supervision in Eastern region. He/she will provide both remote and in-person support to MHPSS/DATCs officers in field site, and MHPSS Counselors as needed. He/she will be responsible of achieving DATCs project objectives, outcomes, achieving targets, and indicators. Further, MHPSS/DATCs Project Manager will support MHPSS/DATC Officer doing MHPSS Need Assessment and update services mapping, recruitment of MHPSS team, development of IEC materials and assessment tools, plans, and reports.

Main Duties & Responsibilities:

The DATC Project Manager will be responsible for carrying the following and not limit to:

  1. Program Implementation
  • Develop detailed project implementation plan and manage the implementation of Supporting Drug Addiction Treatment Center (DATC) project in Kabul and ensure project objectives are met with highest standards and best practices.
  • Develop and execute work plans for the project activities.
  • Monitor the progress of the projects and adjust as necessary to ensure the successful completion of the projects and update Project Management Tools on monthly bases.
  • Review the quality of the work completed with the teams on a regular basis to ensure that it meets the projects standards, targets, and objectives.
  • Compile biweekly, monthly, and quarterly reports on time and with accurate data and submit to relevant staff and departments.
  • Responsible for budget management and pipeline preparation on monthly basis for the DATC and the mhGAP supervision project. Update monthly budget pipeline, procurement plan and complete the necessary logistical and administrative processes for project activities.
  • Represents International Medical Corps and project at all levels including communities, government agencies and other organizations by attending meetings, sharing information, and providing feedback when requested.
  • Follow up of construction process in the targeted area to ensure standard and qualitative systems established.
  • Implement International Medical Corps logistics, finance, HR, administration, and security procedures; create an environment of mutual respect where personnel adhere to procedures.
  • Support and manage the mhGAP training post supervision program with mhGAP Supervisor.
  • Hire, orient and supervise new team members as necessary.
  • In conjunction with the logistics team, ensure logistics systems are understood (procurement, transport, storage, communications) estate/building management, asset management, etc.
  • Ensure that procurement of goods and their delivery to the project areas is done timely.
  1. Coordination
  • Coordinate with MOPH/ MHD, DDRD, MHPSS-TWG and local and international NGOs, UN agencies, local Afghan Government Authorities and other stakeholders to ensure holistic support to project implementation.
  • Ensure maximum visibility of International Medical Corps and donor while implementing the project activities.
  1. Human Resource Management and supervision
  • Supervise, support, and guide the project staff to ensure project objectives are met, to improve program quality, cultural appropriateness and adheres organizational policies and procedures, donor requirements and host government guidelines.
  • Develop monthly goals and objectives for project and review the progress on a regular basis.

 

  1. Technical Tasks:
  • Technical Support to team in project reports and project progress.
  1. Security
  • Ensure compliance with security protocols and policies.
  • Consider security implications of all program activities,
  1. Others
  • Maintain flexibility to take any added responsibility as and when needed. Perform other duties ask by supervisor.

Organizational Responsibilities:

  • MHPSS Policies and standards and SOPs follow up and implement accordingly.
  • Supporting the HR team for DATC/ Project Team recruitment process.
  • Coordination with other departments for the integration and enhancing the response services.
  • Contingency planning.

Any other task as part of teamwork in the organization.

Job Requirements

Qualifications:

Graduation degree from a recognized University, preferred MD with psychiatry specialization, MD, or psychologist with Project management diploma/certificate.

Experience:

  • At least 3 years of project management experience, preferred Hospitals, tertiary care facilities, mental health specialized facilities, or other health facilities.
  • Experience in managing large teams, planning, and organizing skills with strong command of context analysis, security management, networking, and collaboration.
  • Expertise in Microsoft Office including Word, Excel, PowerPoint, and internet is required.
  • Excellent staff management, planning and organizing skills.
  • Communication skills and strong local language correspondence skill. Particularly in fluency in English, Dari and Pashtu speaking /writing skills are required.
  • Ability to write logical, clear, and concise reports.

Competency :

  • Belief in human rights including gender equality.
  • Understanding power structures and vulnerabilities.
  • Excellent communication skills, fluent in Dari and English both writing and speaking.
  • Very good computer skills including Microsoft Word, Excel, and Power Point.
  • Excellent interpersonal and leadership skills, ability to work as part of a team, as well as independently.
  • Strong organizational, able to exercise sound judgment and proactive problem-solver.
  • Autonomous, creative with ability to work with limited resources.
  • Good understanding of the project cycle and teamwork.
  • Demonstrated ability to work in a multicultural environment, prioritize tasks, meet deadlines, and ensure high quality work.
  • Capacity building and team building/motivational skills.
  • Flexible and able to work in a dynamic and diverse environment.
