About Agency for Rehabilitation Assistance & Development of Afghanistan (ARADA)

The Agency for Rehabilitation Assistance & Development of Afghanistan - ARADA is a non- governmental, non-political, non-profit, humanitarian organization. ARADA was established by a group of profoundly experienced, professional, and dedicated development practitioners during dire refugee circumstances in Peshawar, Pakistan on the 1st of May, 1992. In Afghanistan, ARADA was officially registered in 2003 with the Ministry of Planning but in 2006 with the Ministry of Economy. ARADA has three decades of experience in emergency response projects as well as in development assistance and services to Afghan vulnerable people within Pakistan and Afghanistan.

The Area-Based Approach to Development Emergency Initiatives (ABADEI) is a flagship programme designed to bring UN agencies, international and national NGOs, and Civil Society Organizations (CSOs) together through a coherent approach and funding platform. This collaboration enables comprehensive programming, extensive geographic coverage, and results at scale. ABADEI focuses on meeting basic human needs and services through local markets, aiding local communities in rebuilding their lives and livelihoods, enhancing human security, and reducing the humanitarian caseload. Its interventions provide an integrated response to the socio-economic crisis through the provision of essential services, strengthening community livelihoods and local economic activities, building resilience to climate and disaster risks, and promoting community ownership, engagement, and social cohesion.

Under ABADEI, the WE-Act project supports a localized, integrated response to the socio-economic and cultural challenges faced by Afghan women. It empowers women in rural and urban areas through access to finance, entrepreneurship skills development, and business opportunities, thereby enhancing their economic agency and ability to contribute to community stability and local economic recovery.

The WE-Act: Infrastructure component focuses on constructing small community infrastructure to enhance the livelihoods and productive capacity of local communities, farmers, and businesses through labor-intensive public works and temporary employment generation. This will be achieved by conducting risk assessments, engaging with local communities, and developing strong partnerships at community, district, and provincial levels. The project involves the construction of 20 community infrastructure facilities in seven target provinces within five regions.

Job Description

The Social and Environmental Safeguard Specialist will play a critical role in ensuring that all project activities under the WE-Act: Infrastructure component comply with social and environmental safeguards.

The following is a brief description of the Duties and Responsibilities’:

Duties and Responsibilities

 

    • Conduct comprehensive social and environmental risk assessments for all infrastructure projects.
    • Develop and implement risk mitigation strategies to address identified risks throughout the project lifecycle.
    • Ensure all project activities comply with UNDP's social and environmental safeguard policies and procedures.
    • Monitor and enforce compliance with national and international environmental standards and regulations.
    •  
    • Engage with local communities to ensure their participation and buy-in for project activities.
    • Conduct consultations with community members to identify and address their concerns and expectations regarding social and environmental impacts.
    • Monitor and evaluate the social and environmental impacts of project activities.
    • Prepare regular reports on safeguard compliance and impact mitigation efforts.
    • Provide training and capacity-building support to project staff and local partners on social and environmental safeguard issues.
    • Develop and disseminate best practices and lessons learned from safeguard implementation.
    • Performing initial and ongoing assessments of social and environmental risks associated with infrastructure projects.
    • Identifying potential adverse impacts and proposing mitigation measures.
    • Preparing detailed social and environmental safeguard plans in line with UNDP policies and project requirements.
    • Ensuring safeguard plans are integrated into overall project plans and activities.
    • Facilitating stakeholder engagement and community consultations throughout the project lifecycle.
    • Addressing community concerns and incorporating their feedback into project design and implementation.
    • Conducting regular site visits to monitor compliance with safeguard plans.
    • Preparing and submitting safeguard compliance reports to the project management team.
    • Training project staff and local partners on safeguard policies and best practices.

Promoting awareness and understanding of social and environmental safeguards among project stakeholders.

Job Requirements

Common professional competencies for this position:

 

  • BA degree in Environmental Science, Social Sciences, or a related field.
  • Minimum of 5 years of experience in social and environmental safeguard management, preferably in infrastructure projects.
  •  In-depth knowledge of UNDP safeguard policies and international environmental and social standards.
  • Strong analytical and problem-solving skills.
  •  Computer skills, especially in Microsoft Word, Excel and Power Point.
  • Fluency English and local languages (Both written and verbal).

 

 Behavioral competencies

  • Being able to break down a project/activity into achievable tasks through weekly plan and weekly reports templates
  • Working with people, communicating with impact and respect, analysing and decision maker.
  • Ensuring that activities are relevant, well planned and implemented according to strategies, procedures and donor requirements.
  • Completing assigned tasks according to deadlines.
  • Supervision and adjusting plans if necessary.
