The Norwegian Afghanistan Committee (NAC) has a zero tolerance of sexual exploitation, abuse, and harassment (SEAH) both within the organization and of beneficiaries. Prevention of and protection from sexual exploitation, abuse, and harassment (PSEAH) is the individual and collective responsibility of all NAC officers, management, staff, consultants, and volunteers, who are all required to familiarize themselves with, agree to, and act in accordance with NAC’s Ethical Guidelines and Commitment, NAC Child Protection Policy, and NAC PSEAH Policy, at all times – both during and outside working hours – and participate actively in introductory and refresher trainings. Any breaches of PSEAH clauses in NAC’s policies, guidelines, and/or commitments will lead to immediate termination and possible legal actions.

Job Description

Position Overview:

The Environmental and Social Safeguard Specialist will be responsible for ensuring that project activities comply with environmental and social safeguard policies, regulations, and standards. The incumbent will provide technical expertise and guidance to project teams, and stakeholders to mitigate potential environmental and social risks and impacts.

 

Key Responsibilities:

  • Lead or contribute to the preparation and review of Environmental and Social Impact Assessments (ESIAs) and management plans for project activities.
  • Identify the focal points for environmental and social safeguard consideration in each target province
  • Conduct baseline studies, assessments, and surveys to identify potential environmental and social risks, impacts, and mitigation measures.
  • Ensure compliance with national laws, regulations, and international standards related to environmental and social safeguards.
  • Develop and implement safeguard monitoring and compliance frameworks to track project activities and ensure adherence to environmental and social safeguard requirements.
  • Conduct regular site visits and inspections to monitor project implementation and identify any non-compliance issues or environmental and social risks.
  • Screening every infrastructure design to ensure all environmental and social safeguard principles are strictly considered using available capacities from the target provinces
  • Provide technical guidance and support to project teams and contractors on implementing environmental and social mitigation measures and action plans.
  • Facilitate stakeholder engagement and consultation processes with affected communities, local authorities, NGOs, and other relevant stakeholders to ensure their participation in decision-making and project implementation.
  • Using the available opportunities within the project, make sure that more environmentally-friendly approaches and activities are considered, using innovative ideas
  • Organize public consultations, community meetings, and grievance mechanisms to address concerns and feedback related to environmental and social issues.
  • Conduct training sessions and workshops for project staff, contractors, and stakeholders on environmental and social safeguard policies, procedures, and best practices.
  • Build capacity among project teams to integrate environmental and social considerations into project planning, design, and implementation.
  • Maintain comprehensive records of environmental and social safeguard activities, including monitoring reports, compliance assessments, and stakeholder engagement documentation.
  • Prepare regular reports and updates on environmental and social safeguard compliance, issues, and actions taken for project management and stakeholders.

Job Requirements

Languages Required:

  • Local language with preferred English

 

Qualifications Required:

  • Bachelor’s or Master’s degree in environmental science, environmental engineering, social sciences, or related field.
  • Strong knowledge of environmental and social safeguard policies, regulations, and standards of international financial institutions (IFIs) such as the World Bank, ADB, or others.
  • Experience in conducting environmental and social impact assessments, stakeholder engagement, and consultation processes.

 

Work Experience:

  • At least 3 years of experience in environmental and social safeguard management, preferably in infrastructure or development projects.

 

Skills Required:

  • Excellent communication, interpersonal, and negotiation skills.
  • Ability to work effectively in multicultural and multidisciplinary teams.
  • Fluency in English (spoken and written) is desirable
