About Concern Worldwide- Afghanistan

Identity: Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Currently, Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province.  Currently Concern has been working in Takhar and Badakhshan provinces undertaking both emergency response and long term developmental work in the areas of livelihood security, primary education and Water, Sanitation and Hygiene.

Job Description

Main Duty and Responsibility:

  • The enumerator is accountable to fulfil his/her roles and responsibilities in line with Concern’s Code of Conduct and values, the Core Humanitarian Standards (CHS) commitments and Concern’s standards for beneficiary data management. Below are the key roles and responsibilities that should be considered during rolling out with Concern Worldwide.
  • Participate in a week long training in Taloqan covering Concern’s internal policies, CHS, data collection ethics, and in depth review of the needs assessment survey.
  • Before starting any data collection activity, be sure to clearly understand the purpose and how the data collection tool works
  • Carefully follow the guidance of MEAL Department Staff regarding the data collection plan for the week
  • Asking questions exactly as they are phrased in the questionnaire, and allows the respondent to give their answer without prompting them or reacting to what they are saying in a negative or positive way.
  • Carefully follow the guidance provided by the MEAL team leader/Officers/Coordinator to randomly or purposively select respondents from the community.
  • Ask questions exactly according to the interview questionnaire to the selected respondents
  • Check data consistency, reliability and validity on the spot as questions are asked and before leaving the respondent, to clarify any confusion and gain better understanding. If there are significant points of confusion or extra information, make note of this and include it in your feedback to the MEAL Officer.
  • Work efficiently and in an organized way to be sure that the correct number of interviews are carried out each day
  • Make sure that data is recorded and submitted in the correct way, using the tool or report format provided by the MEAL Officer
  • Information collected during data collection is to be treated as confidential. Do not share the personal information of beneficiaries to others without permission of the MEAL team leader.
  • Be ready to answer questions from community members about the data collection activities, and pass on any complaints received about Concern.
  • Raise any issues/challenges faced in the collection of data to the MEAL Officer or MEAL team leader as soon as possible
  • Other tasks related to data collection or processing may also be assigned by MEAL staff during the temporary contract period.
  • Be prepared to travel long distance and stay overnight in some locations for data collection.
  • Engage all community members with respect and in line with Concern’s code of conduct and humanitarian principles.

  • Concern is committed to the Common Humanitarian Standards (CHS) to ensure accountability to all stakeholders. Concern activities are guided by CHS in all stages both emergency and development projects /programs. In Afghanistan, we have an Accountability framework and therefore any Afghanistan employees are responsible to comply with CHS principles and benchmarks. Job Requirements

Qualification & Experience:

  • University relevant degree and qualifications.
  • Should have working experiences with NGOs
  • Previous experiences in data collection from the field with any NGOs or marketing company or research institute is an advantage
  • Previous experience carrying out surveys or other data collection processes
  • Experience using a phone or tablet for data collection
  • Prior experience conducting household surveys, assessment and beneficiary selection
  • Ability to travel in the districts
  • Essential: familiarity with the Latin alphabet (English alphabet) – open-ended questions may require typed answers but tablets do not allow for the use of Persian characters
  • Desirable: English language proficiency
  • Desirable: higher education in a social sciences, IT, science, engineering or mathematics related field.f
