Job Description

The overall purpose of the role:

Supports the coordination and further development of DRC’s emergency program in Afghanistan. Provides technical guidance and support to existing emergency teams in DRCs program locations, starts up new emergency interventions when needed, further develops and documents methodologies for key emergency activities; may act as a central focal point for larger emergency grants to ensure coordination in the allocation of resources and coherency of response between Area Offices; contributes to humanitarian coordination and policy work, particularly with GoA partners.

 

Responsibilities:

  • When an emergency occurs, the ES may be deployed remotely or in person to support the emergency teams within the area offices to respond to that emergency
  • The ES will monitor the implementation of the emergency program across the area offices, and the utilization of the associated budgets, in accordance with the donor contract and regulations.
  • The ES will produce timely and quality internal (e.g., project monitoring) and external reports (e.g. donor reports) in line with organizational requirements
  • Will support the development of DRCs overall emergency response strategy and sector strategies and methodologies
  • Ensure that accountability measures are mainstreamed into all of DRC’s emergency interventions.
  • Work closely with protection and livelihoods technical staff to ensure that protection is mainstreamed in all emergency response activities and that the emergency response work supports our longer-term durable solution objectives.
  • Work closely with the Grants Manager and M&E team to develop M&E tools and monitoring strategies – remotely when required.
  • Participate in humanitarian coordination meetings, in order to inform DRC’s emergency response program and advocate on behalf of DRC in line with the organization’s key policy positions.
  • Coordinate with humanitarian response actors to promote operational coordination, particularly amongst ECHO-funded response actors.

 

Key Deliverables:

  • Project Monitoring Reports (prepared on basis of pre-approved TORs for field trips and observations on project progress)
  • Completion of Project Monitoring Tool updates on monthly basis (when assigned as a Grant Focal point)
  • Field Implementation Support Visits (when deployed to assist management of emergency interventions)
  • Meeting minutes (when assigned to external representation functions)
  • Other tasks as required by Supervisor.

Job Requirements

Experience:

  • At least 3 years of professional work experience in direct emergency response;
  • Experience in humanitarian coordination
  • Thorough understanding of displacement issues and related international standards/frameworks. Knowledge of the local context in Afghanistan is a strong asset;
  • Strong working knowledge of cash programming as a modality of emergency assistance.
  • Experience with protection programming and mainstreaming of protection in emergency programming.
  • Experience with fundraising from humanitarian donors including ECHO, CHF, UNHCR, DANIDA, and own fund
  • Ability to live and work in an insecure and changing environment.

Languages:

  • Professional fluency in written and spoken English
  • Fluency in Dari and Pashto
