Job Description

  1. Summary of Key Functions
  • Program Manager- Emergency Response will be responsible for providing leadership for the country office and partners on emergency preparedness, emergency response operations, capacity building of staff and partners, monitoring of humanitarian crises, needs assessment, response planning, and monitoring and reporting.
  • Ensures the development and operationalization of resource mobilization plans, response systems improvements, as well as engagement in humanitarian advocacy work.
  • Ensures that the strategic focus of Emergency Response Program is aligned with Country Office Strategic frameworks and corporate Operations policies.
  • Identification and development of response strategies & projects contributing to agency-wide impact and Lead in implementation of emergency response projects.
  • Ensure Emergency Preparedness Plan (EPP) and Minimum Prepared Actions (MPAs) are updated, Emergency Response Team (ERT) is well-equipped and capacitated and prepositioning for any possible response.
  • Represents CARE in donor meetings, government coordination forums, clusters and technical working group meetings and other stakeholders as required.
  • Leading project and programme monitoring, evaluation, learning and reporting.
  1. Major Responsibilities

 

Emergency Preparedness Planning

  • Support CARE with the updating of the emergency preparedness document on regular basis when required due to context change.
  • Provide support to field-based staff on emergency preparedness, including delivery of training and simulations (emergency preparedness /emergency response trainings)
  • Work in closely with HR in the recruitment and replacement of staff as and when required
  • Keep inventory of the prepositioned items and share feedback with the DCD-P
  • Keep the country office updated on contextual changes, for example, specific factors impacting CARE’s EPP, early warning data, security and access issues and make recommendations to DCD-P and program teams.
  • Coach and mentor emergency response staff and field-based staff on emergency preparedness and response
  • Work closely with M&E unit to ensure data collection and monitoring tools are aligned with and responsive to emergency program M&E frameworks, core indicators, and inclusive of the needs of vulnerable groups.

 

Emergency Response and Programming

 

  • Participate, and lead, needs assessments and data collection to feed into project design.
  • Regularly monitor and update on emergency trends utilizing both external and internal information/data, and advise the relevant program team as needed.
  • Support MEAL team where needed to develop/refine tools for, and/or conduct and compile information from, rapid assessments.
  • Support in the design and delivery of CARE emergency response interventions
  • Ensure an integrated sector approach when implementing a response through engagement and consultation with Program Sector leads from the inception of the response.
  • Ensure representation during the development of budgets and proposals for emergency preparedness and response interventions, coordinating with other technical leads/specialist on project design and proposal development inputs.  
  • Provide leadership in the implementation of emergency response projects, ensuring timely procurement, spending, and implementation plans and that overall stated goals and objectives are tracked and accomplished.  
  • Ensure compliance with CARE policy, procedures and practices throughout preparedness and emergency response activities, including adherence to Do No Harm principles and gender frameworks.
  • Lead and where appropriate (or required) provide technical support, capacity development and engage with field teams and partners to design and deliver an appropriate humanitarian response which is in line with CARE’s humanitarian approach.

 

Coordination and Representation

 

  • Represents CAFG in relevant national level coordination forums, donor meetings and Government coordinated meetings where, as appropriate, lobby, advocate and campaign on issues related to CARE’s programs.
  • Develops, manages, influences, and maintains external and institutional relationships including with CMPs, Donors, relevant Ministries, Clusters, TWGs and other relevant response coordination mechanisms.
  • In collaboration with provincial managers, and security focal points, closely monitor and communicate with key staff as needed on new or anticipated developments in population movements, security context, accessibility constraints, and natural or environmental phenomena.
  • Provide synergy in response operations by harmonising technical guidelines, for example, cash-based programming, and winterization. 
  • Supervise operational support functions, including working within country Security Manager to monitor the security situation, develop appropriate guidelines and standard operating procedures.
  1. Reporting & Documentation

 

  • As required, compile or contribute to the writing of assessment and project reports.
  • Compile and disseminate any data, reports, briefings, etc relevant to CARE preparedness and response activities in a timely manner.  
  • Contribute to the design and development of program briefing materials, and provide timely, quality inputs to information requests from CARE regional and HQ management and donors.
  • Lead the compilation and writing of periodic situation reports as required.
  • Communicates internally programmatic issues with Deputy Country Director—program, Provincial managers, Field Coordinator and Departments heads to ensure effective implementation and required support for program portfolio.

Based in Kabul with regular visits to the field.

  1. Key Results Expected 

 

  • Implementation of a quality response program that observes CARE’s Program Quality drivers.
  • Maintain up to date EPP, and Minimum Prepared Actions (MPAs), with well emergency preparedness-trained teams. Emergency Response Team (ERT) is well-equipped and capacitated and stock is prepositioned for any possible response.
  • Provide high-level technical advice to the senior management team on emerging critical issues for quick decision-making purposes to enable timely and relevant responses to emergencies.
  • Establish evidence based and effective program strategies and models, which are regularly reviewed.
  • Ensures best practices are adopted and used across projects and the Long-Term Programs are aligned with the CI Global Standards, CARE Program Strategy and CAFG's Program Strategy Framework.
  • Communicates impact and significant developments within CAFG programming by generating appropriate reports and fact sheets to facilitate resource mobilization, multiplying impact and advocacy initiatives.
  • Provide technical and strategic leadership to Emergency program teams to manage implementation in line with appropriate quality standards, including ensuring technical support needs are identified and addressed.
  • Responsible for the development, design and quality of delivery of the portfolio in accordance with the CO Program Strategy Framework and the Program Strategy.
  • Assist the Deputy Country Director in identifying and deploying staff in responding to rapid onset emergencies throughout CARE targeted provinces.

Education: 

Masters’s degree in relevant field from a recognized university with at least 5 years of relevant work experience. - Experience must include work in a similar role within international humanitarian/emergency contexts - Exceptional coordination and inter-personal skills - Background in situation analysis, needs assessments and emergency response project implementation. - Demonstrably excellent written and oral communication skills; strong English writing skills required. - Experience with integrated emergency response required. - Proficient in MS Office, MS Word, MS Excel, and MS PowerPoint - Flexibility to adapt to changing demands and the ability to work under pressure are essential.

 

Work Experience:

  • At least 7 years of work experience in managerial or leadership position preferably with international organizations.
  • Experienced in emergency preparedness and response is required.
  • Experience in needs assessment, project monitoring and evaluation, and programme development; 
  • Reporting and data management.
  • Proposal and concept note development.
  • Budget management
  • Team player – Flexibility and Ability to work under pressure, long work hours, and high workload.
  • Ability to independently organize work and prioritize tasks.

Languages Skills:

  •  Fluency in spoken and written English, Pashtu and Dari is a requirement.
