Job Description

The Emergency Response Coordinator is a critical position that will support Save the Children to prepare, predict and deliver timely responses to man-made and natural emergencies across Afghanistan. In his/her capacity, the Coordinator will be tasked with ongoing situational analysis; working with other teams and functions to deliver against the Emergency Response Plan; coordinating a partner preparedness network; coordinating with relevant clusters and government bodies to ensure our responses are aligned with standards. In the event of a humanitarian emergency that overwhelms a province or is out of area, the role holder will be expected to work outside the normal role profile (potentially as Response Deputy Team Leader) and be able to vary working hours accordingly.
SCOPE OF ROLE:

Staff reporting to this post: Senior Child ProtectionOfficer, Senior Health & Nutrition Offficer, WASH Officer

Budget Responsibilities: providing very close support for management of response budget. No direct Budget Holding Responsibilities

Role Dimensions: Decisions require interpretation within a range of established alternatives. Problems are solved by selecting the most suitable procedure or method within guidelines and precedents.  Direction is sought when solutions are not within the established guidelines. Majority of decisions are limited to the area of work


KEY AREAS OF ACCOUNTABILITY:
Humanitarian Analysis & Foresight 
•    Conduct analysis of primary and secondary data to determine upcoming risks and emergencies that require attention from members of the SMT, e.g. Global Disaster Alert and Coordination Systems, US Geological Surveys and so forth. 
•    Utilise existing Early Warning Systems to facilitate rapid response.
•    Remain abreast of key policy developments in the humanitarian space and provide advice on their potential effects on Save the Children in Afghanistan, e.g. the Grand Bargain.
•    Lead on drafting humanitarian alerts for the wider organisation before securing Humanitarian Director approval.
Emergency Preparedness

•    Take the lead on the workshop and subsequent update of the Emergency Preparedness Plan (EPP) on a biannual or annual basis, drawing participation from all functions including provincial teams and partner staff. 
•    Work closely with all functions to ensure response plans are multi-sectoral, child-focused and have comprehensive risk/mitigation plans (including child safeguarding risks and mitigations)
•    Ensure that the EPP has actions clearly assigned to staff and that a supporting action tracker is developed, monitored and kept up to date to support oversight by SMT.
•    Lead on the development of internal contingency plans for disasters, and support colleagues with technical guidance if/when they participate in contingency planning at the national or working group level. 
•    Work with Human Resources to develop ERT Rosters and Rapid Assessment and Response Teams across provincial sites that include vetted/trained existing and previous staff from Save the Children and its partners.
•    Monitor the status of our pre-positioned supplies and pro-actively replenish when needed to ensure no gaps in availability (ensuring all supplies meet cluster standards and are child-friendly)
•     Build and strengthen the partner preparedness network across Afghanistan in collaboration with Head of Offices and the Partnership Unit with due respect for Save the Children’s Partnership Principles.
•     Maintain an overview of emergency preparedness capacities and gaps for Save the Children in Afghanistan at the national and sub-national level. 
•    Establish and support an emergency focal point system in all Provincial Offices for early warning, preparedness and initial assessment/response. 
•    Work with NBD/PDQ to secure budget for preparedness activities. 
Capacity Building
•    Induct new staff on Save the Children’s approach to humanitarian programming and the contents of the EPP.
•    Organise, deliver and train staff, stakeholders and partners on key emergency response topics in the annual NERT (incl. simulations where feasible).
•    visit field sites to support preparedness actions, provide technical assistance and feedback on emergency response in line with cluster standards, deliver refresher trainings on humanitarian principles, and the Core Humanitarian Standard. 
Technical Expertise: 
•    Coordinate closely with PDQ to ensure humanitarian response plans are multi-sectoral, inclusive and child-centred.
•    Through participation in proposal development processes, ensure that enough budget exists to preposition NFI stocks in key hubs. 
•    Proactively seek opportunities to ensure awards have crisis modifiers to support responses to spikes in emergencies when needed 
External Representation and Networking 
•    Proactively share alerts with donor and government contacts, e.g. Afghan National Disaster Management Authorities, other INGOs, donors etc. 
•    Maintain links with national/local actors engaged in emergency responses and identify opportunities for training and partnership agreements as appropriate. 
Emergency Response
•    In the event of a spike in crisis within existing categorisations, act as Deputy Team Leader and lead ERT activities to deliver assistance in all areas of Afghanistan. 
•    Oversee procurement, tracking and release of NFI’s in warehouse hubs across Afghanistan, through close coordination and collaboration with the Supply Chain team. 
•    Ensure that lessons learned are captured following a response and that such findings are synthesised and stored on the shared drive to inform future preparedness activities. 
•    Person will be expected to support the Operations department as a whole and regularly taking on additional tasks

Job Requirements

QUALIFICATIONS AND EXPERIENCE:

QUALIFICATIONS
•    Undergraduate degree with 5+ years of practical emergency response experience within Afghanistan

EXPERIENCE AND SKILLS 
Essential
•    Understanding of key humanitarian concepts and developments, e.g. the Humanitarian Principles, the Grand Bargain, the Core Humanitarian Standard and Cluster architecture 
•    5+ years of experience in emergency response programmes, including rapid needs assessments and NFI distribution 
•    7+ years of project management experience 
•    Strong representation skills and willingness to speak out for children 
•    Training, facilitation, briefing and presentation skills
•    Familiarity with UN-led processes incl. the development of Humanitarian Response Plans
•    Strong skills in coordinating and collaborating with others in partnership 
•    Proven diplomacy and access negotiation skills 
•    Experience in proposal development for institutional donors such as OFDA, ECHO, DFID etc. 
•    Strong information and database-management skills
•    Proactive approach to the mainstreaming of humanitarian preparedness and resilience in all activities irrespective of location, theme or project type

•    Experience of logistics, procurement and supply chain management
•    Fluency in Dari and Pashto 
•    Experience working in humanitarian emergencies across multiple areas of Afghanistan 
•    Previous experience in NNGOs/INGOs, UN etc.
