Job Description

Generic Responsibilities:

  1. Ensure compliance with NRC policies, guidelines, and standards
  2. Ensure compliance with emergency strategy, tools, handbooks, guidelines, and standards
  3. Specific technical responsibility for implementation of technical activities of emergency response in line with MPA and EPPs, including project documentation, financial controls, quality control, and monitoring and evaluation
  4. Provide specific technical support and capacity building towards emergency teams as assigned,
  5. Provide specific technical analysis and feedback to NRC representatives and in external coordination forums as necessary
  6. Assess, promote, and document ideas for technical improvement and further emergency development options,
  7. Ensure that emergency interventions target beneficiaries most in need, and explore and asses new and better ways to assist
  8. Promote the rights of IDPs/returnees in line with the Advocacy Strategy.

Specific Responsibilities:

  1. Support in coordinate contingency planning and emergency preparedness, in close collaboration with the Emergency Response Manager, NRC staff and external partners.
  2. Work with the Emergency Focal Points in NRCs field offices to ensure appropriate preparedness and response.
  3. Coordinate the emergency aid delivery and lead the Emergency Response Teams on the ground when required.
  4. Ensure proper assessment and documentation of emergency response activities, including post-distribution monitoring.
  5. Monthly activity/project reports and other reporting as required.
  6. Training and development of NRC staff and relevant partners and beneficiaries in emergency response mechanisms.
  7. Ensure adherence to donor requirements, humanitarian principles, SPHERE, Do No Harm, and other international standards for emergency work.
  8. Ensure quality implementation of Emergency interventions in line with the MPA and EPP.
  9. Ensure adequate and timely responses to identified needs, in line with donor requirements.
    Monitor, evaluate and suggest changes and improvements in programme approaches and resources.
  10. Ensure that project/assessment data is properly collected, centralized, analyzed and used via an adequate data management system,
  11. Identify protection issues and advocate appropriate responses.
  12. Implement the accountability plan within all Emergency activities.
 

Job Requirements

Generic Professional Competencies:

  1. Minimum 3 years of experience working in same level of position or above in emergency response or relevant field,
  2. 2 years of experience in emergency, assessment, or relevant field.
  3. Relevant education background (Social Sciences) combined with relevant professional experience. Degree in Humanitarian action studies is an advantage.
  4. Previous experience from working in complex and volatile contexts.
  5. Experience in cash and voucher-based programming.
  6. Fluency in English, Pashto, and Dari both written and verbal.
  7. Able to solve emergency program related problems arising in working areas.
  8. Able to plan activities & carry them through effectively.
  9. Manage time effectively, prioritizing tasks and able meet deadlines.

Context/ Specific skills, knowledge and experience:

  1. Understanding and respect for humanitarian work, particularly relating to refugee and displacement issues.
  2. Political and cultural awareness and experience of working where insecurity is a major issue.
  3. Solid field experience, preferably from refugee/IDP emergency response.
  4. Proven communication, interpersonal and leadership skills.
  5. Experience with IDP/refugee related programmes
  6. Willingness and ability to make regular field trips to NRC Area and Field Offices
