People in Need’s Afghanistan country programme started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the programme has visibly grown and diversified, but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

 

  1. Background

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2022) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalised communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them. 

PIN has secured an 11 month Educations in Emergencies project funded by the Afghanistan Humanitarian Fund. The project will establish temporary learning spaces to 2400 children in crisis affected communities in Kabul providing access to recreational activities, psychosocial support and basic educational course in line with EIEWG standards.

Job Description

  1. Purpose of the Role

The purpose of the Community Mobilizer role will be to work closely with the Project Manager, Project Officer and Field Officers to support administration and delivery efforts towards achievement of the intended results of PINs AHF funded EIE intervention in Kabul, in line with the project workplan, proposal, AHF standards and PIN policies, procedures and quality standards. PIN is looking specifically for people with great understanding of current situation and dynamics in the following districts of Kabul – Bahrami and DehSabz districts.

 

  1. Responsibilities
  • Support Project Officer and Field Officers with project implementation in respective districts (Bagrami, DehSabz)
  • Daily visits to project Temporary Learning Spaces, close collaboration and technical support to project learning facilitators to ensure high-quality programme implementation
  • Continuous supervision and monitoring of project implementation and its evaluation, reporting on project progress
  • Responsibilities for Motivation and Mobilization Target Communities for high-quality standard programme implementation. Maintain good relationship with Communities and be aware of the sensitivity about the communities’ cultures and tradition.
  • Organize and lead participatory workshops and meetings in communities for implementation of EiE program and project relevant activities, increase community acceptance and build positive image of PIN.
  • Establish working and coordination partnership among the local authorities (DED, SMS), school administration, parents and community elders for overcoming the challenges ahead the project.
  • Conduct awareness sessions for students, teachers, parents, community elders and Shuras and ensure that messages are well understood.
  • Assist Project Team in Beneficiary selection and in recruitment of Learning facilitators
  • Contribute to timely reporting from the field ensuring quality, accuracy, and consistency with the project operating procedures (namely timely data collection) and expected standards, being mindful of PINs Code of Conduct and Data Protection Policies. And ensuring collection of information is gathered in a transparent and respectful manner.
  • Ensure that all required students documents are in place and in line with MOE policy and requirements.
  • Assist with organization during distributions (Kits Class room kits, Teacher kits, Student kits, Hygiene kits)
  • Support to technical training to learning facilitators and community representatives
  • Deliver weekly work plan in high-quality standards and provide work progress reports to Project Officer/Field Officer.
  • Ensure the effective and efficient use of all PIN resources in order to keep costs low and ensure safety in the workplace.
  • Regular collection of information regarding case studies and success stories to highlight positive changes.
  • Support the MEAL officer in conducting base line midterm review project-end participatory community assessments and evaluation in project coverage area.
  • Any other task given by line manager

 

  1. Other Duties 
  • Support the Programme Unit, logistics and finance to prepare items for distribution  
  • Support the Programme Unit in timely communication with selected beneficiaries to ensure they are aware of how to and are able to receive their assistance in a safe and timely manner   
  • On request of PIN participate in joint assessments in support of humanitarian project positioning and wider benefit of the vulnerable people in need of support 
  • Provide real-time information on the field situation including but not limited to security, access, needs, health  
  • Adhere to and encourage others to comply with safety and security advisory, procedures and protocols always, and raise any safety or security concerns in an appropriate and safe manner, immediately. 
  • Adhere to all project operating procedures 
  • Ensure documentation in compliance with internal and rules and regulations are completed and submitted in a timely manner 

Job Requirements

Qualification and Preferred Skills and Competencies

  • Complceted high school or equivalent education.
  • Minimum of two years of experience in community mobilization particularly for community participation conflict resolution and resource mobilization in Afghanistan, ideally Kabul
  • Applied knowledge of the local community structure dynamics and development.
  • Experience working closely with crisis affected communities in urban settings – host and IDP
  • Knowledge of the current trends of education in Afghanistan, education system and structures as well as value of education
  • Understanding and experience of child protection, girls access to education and protection mainstreaming in EIE and humanitarian programming
  • Demonstrated experience in administering assessments, distributions, and monitoring of activities
  • Sound training delivery skills, especially for illiterate people
  • Ability to travel to the program communities in the districts on daily basis.
  • Demonstrated patience, enthusiasm and strong interpersonal skills
  • Attention to detail, ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
  • Proven knowledge and respect of key humanitarian principles
  • Ability to remain calm under pressure and solve problems  
  • Team player and willingness to learn
  • Fluency and professional proficiency in Pashto and Dari, English is an asset
