SCI - Afghanistan
Save the Children has been working in Afghanistan since 1976. Our way of working close to people and on their own terms has enabled us to deliver lasting change to tens of thousands of children in the country. The UN Convention of the Rights of the Child is the basis of our work.
We are helping children get a better education, we make it possible for more boys and girls to attend school, we help children protect themselves and influence their own conditions. We work with families, communities and health workers in homes, clinics and hospitals to promote basic health in order to save lives of children and mothers
Key Accountabilities
The main responsibilities of the position holder:
Program Implementation and Monitoring:
• Provide strong leadership, vision, and direction to projects staff to ensure the delivery of projects targets.
• Take decisions were required to implement education projects in highly fluid environments
• Ensure that effective monitoring and performance management systems are in place for achieving prior agreed program activity targets, budget allocations, and financial expenditures, ensuring that value for money can be effectively demonstrated to the donor and activities and expenditures are compliant with donor requirements.
• Maintain efficient and effective operating systems that are compliant with all Save the Children standards, including safety and security management and child safeguarding
• Lead the preparation, review, and regular revision of the detailed implementation plan, taking into account agreed milestones, log frame, and budget.
• Collaborately set and review monthly targets and weekly work plans for projects staff to ensure that the DIP’s are delivered.
• Monitor projects progress through field visits and meetings with projects staff, communities, the local and provincial government and other key stakeholders.
• Where required, commission, design or participate in field-based needs assessments and gap analyses, including risk and vulnerability assessments.
• Lead on revisions of core implementation documents (milestones, log frame, procurement plan, budget, DIP)
• Strongly ensure that internal controls in the fields of Finance, community-based staff recruitment, selection of children and CBE classes are satisfactory and that fraud, corruption, nepotism, and diversion is minimized
• Provide assistance and support to partners as per need to maintatin quality and timely implementation of project.
• Collect reports from partners and projects coordinators to contribute to projects required reports including donors reports, EiE WG/education cluster reports and sectorial ministry reports.
Technical Capacity:
• Ensure quality implementation of projects components with a focus on inclusiveness (community-based education, teachers learning circles), budget development, budget management and policies
• Identify needs for inclusive education; including equipment for children and adults with disability
• High-level understanding of community-based education, special education, SIP, CP, and community mobilization guidelines
Budget Management:
• Ensure the effective and donor-compliant management of the projects budgets through close collaboration with Awards, Finance and Supply Chain.
• Identify potential ariances of expenses verusus budget, and recommend appropriate adjustments at AIR meetings
Reporting and Documentation:
• Generate Donor narrative and financial reports, the submission of budget revisions, and other donor-required documentation on time.
• Ensure that key project documentation is archived at provincial and field level, field staff aware of what needs to be kept and recorded.
Human Resource Management:
• Ensure that the projects are appropriately staffed with diverse experienced employees.
• Ensure that all direct reports have updated job descriptions, work plans, objectives, development goals, and clear lines of communication and reporting.
• Support the capacity building of staff in report writing; budget tracking and utilization; indicator tracking; supervision, and implementation of detailed implementation plans
Coordination, Business Development & Representation:
• Establish meaningful working relationships with projects stakeholders such as government departments, UN agencies, and other international organizations working for displaced populations, district-level authorities, and community members.

QUALIFICATIONS AND EXPERIENCE:
• Bachelor degree in Education or Social Science, Masters degree in relevant field is preferred.
• Atleast 5 years of relevant managerial experience with international organizations.
• Strong understaning of Pashto, Dari and English language.
• Able to travel inside Afghanistan and related districts, outside of the duty station as and when required.
