Job Description

The Nutritionist Field Officer in Detention supports the mobile Nutritionist in charge of capacity building of the prison administration and authorities at central and provincial level and they keep a close eye on the nutrition situation in main detention places, where the ICRC is assisting the prison population with a general food distribution. For this purpose, the nutritionist team in Detention will interact with penitentiary authorities at central and provincial level in coordination with Protection to gain a good understanding of budget allocation for the food chain, prison menus and other aspects related to food chain management and budgeting. They will produce a curriculum to train prison staff on all relevant matters of the food chain from storage, record keeping, food ration calculation, cooking, and distribution of the food rations to the prisoners and conduct trainings in all prisons assisted by the ICRC. Furthermore, the nutritionist team in Detention regularly monitors the nutrition situation among the prison population through BMI assessments and trains the prison authorities on the methodology for their follow up. They link with ICRC Health in Detention who trains medical staff to include BMI in the entry exam. Overall, the nutritionist team will significantly contribute to mobilization efforts by ICRC towards the prison administration to engage them effectively in proper resource allocation and management of the food chain in detention.

Job Requirements

Job requirement:

  • Bachelor’s degree in nutritional science or public health, or equivalent work experience.
  • Good command (spoken and written) of English; knowledge of the local language(s).
  • 3–5 years’ experience in a similar field of activity.

Main Responsibilities:

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.

  • Respects and observes staff regulations and security rules at all times.

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

PROJECT MANAGEMENT

  • Contributes to assessing food chain systems in places of detention (PoDs) and at the structural level; analyses the functioning of the PoDs’ food chain system (personnel, infrastructure, equipment, records and books, supplies and budget, storage, preparation, distribution and consumption); analyses availability, access and quality of food and food related items, inside and outside the PoDs. Proposes areas of intervention in the double approach of prevention and treatment, in line with the institutional guidelines on nutrition in detention.
  • Interacts with the prison administration and authorities at central and provincial level on all food chain management matters and contributes to their mobilization for the proper management and prioritization of resources related to detainees’ food security in consultation with his supervisor.  
  • Contributes to the design of a nutrition capacity building project in Detention on the food chain management and takes the assessed needs and feasibility into account.
  • Contributes to the design / adaptation of existing nutrition counselling tools to the needs of the context together with the communications team (some materials in English, Dari and Pashto are available but need some adaptation to be fit for purpose in Detention).
  • Contributes to the design and implementation of a monitoring framework of the nutrition situation in the prison population and ensures that baseline indicators are collected, and monitoring is carried out.
  • Contributes to designing, planning and implementing of nutrition projects (based on standard, recognized methods) and rapid methods adapted to objectives, the context and the resources available.
  • Contributes to designing and implementing a monitoring system and evaluating the results of nutrition-related activities.
  • Collects data using data-collection tools and devices.
  • Enters data into and maintains the survey databases.
  • Performs basic qualitative and quantitative data analysis.
  • Describes results and produces data visualizations.
  • Provides nutrition-related input to the general food assistance in Detention.
  • Integrates best practice in terms of accountability to beneficiaries throughout the programme-cycle design.
  • Supports the implementation of nutrition sensitive activities linked to other areas of operation (e.g. Agro) and contributes to develop appropriate materials or training modules for integration into these programmes.

REPORTING AND DOCUMENTATION

  • Contributes nutrition-related input to the delegation’s strategic approaches.
  • Contributes to regular progress and monitoring reports.
  • Contributes to internal reporting.
  • Contributes to analysing the security, socioeconomic, cultural and political environment as it relates to the ICRC.
  • Translates documents for internal use and interprets upon request.

COOPERATION WITH NATIONAL SOCIETY AND PARTNERS

  • Coordinates with other in country nutrition and food security actors at the district/provincial or national levels in consultation with his supervisor.
  • Takes part in expanding or strengthening the Delegation's network of contacts among the population, the local authorities and/or other stakeholders.
  • Collaborates closely with Protection as well as with other internal multisectoral actors (WatHab, Health in Detention etc.).

ADDITIONAL DUTIES

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments.
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
  • Takes responsibility for their own professional learning and development.
  • Upon request, additional tasks requiring a nutrition background can be added depending the evolving needs of the Sub-Delegation (e.g. nutrition assessment/food chain analyses in hospitals, places of detention etc.).
  • Upon request, participates in other EcoSec programs based on operational priorities.
