We do this by working with long-term development programmes, humanitarian interventions and advocacy toward decision-makers to address the root causes of injustice, poverty and power imbalance. Our work is undertaken closely with local civil society partners and other NGOs. NCA Afghanistan is currently working on Climate Resilient WASH, Climate Smart Economic Empowerment, Humanitarian Response, Learning and Social Development, Integrated Community Resilience Action (ICRA) project and Civil Society capacity building.

Job Description

The post-holder will manage the Economic Empowerment Programme, which promotes economic development based on sound market information and value chain analysis to drive micro and small businesses and livelihood opportunities. 

NCA seeks a highly competent self-starter who can set personal goals, train themselves, independently identify solutions, and build an efficient team. The post-holder is articulate and can work across all departments and CSO partner organisations.  

NCA works in triple nexus delivering programmes in humanitarian aid, long-term development and social cohesion in partnership with Afghan non-government organisations serving more than seventeen provinces, i.e., Balkh, Badakshan, Daykundi, Kabul, Khost, Nangahar, Kandahar, Uruzgan, etc.  

Main tasks and responsibilities for this position (supervisory responsibilities, etc.):

Leadership:

  • Provide leadership in managing and delivering the NCA economic empowerment program specifically responsible for initiating, planning, launching, controlling and closing all projects. 
  • Responsible for providing technical leadership in creating business opportunities for micro and small producers and service providers to support local employment, economic development, and growth. 
  • Lead fundraising initiatives and write project proposals, collaborating with the Head of Programme.
  • Provide leadership in mainstreaming value chain analysis and market-driven economic development programming. 

Programme Quality, Learning and Monitoring:

  • Support analysis of the data collected to strategically advise on how NCA operates and communicates in situations that could jeopardise NCA’s ability to reach people in need in hard-to-reach areas
  • Maintain ongoing surveillance of the changing local economic situation to understand national-level developments and design appropriate micro and small business development programming.
  • Review and advise on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance that meets international SPHERE and Core Humanitarian Standard (CHS).
  • Organise learning events and document lessons, promote best practices in humanitarian emergency response, reduce disaster risk, and build better approaches.
  • Prepare terms of reference for consultants, trainers and resource persons. 
  • Develop a project monitoring plan ensuring that qualitative and quantitative indicators align with project milestones in collaboration with the PMER coordinator.

Reporting and Communication:

  • Write high-quality narratives and end-of-the-project reports that meet donor standards and deadlines. 
  • Document lessons learned and best practices, and collaborate with the Grant and Communications Manager in writing change stories that meet marketing and communications quality, observing data protection and consent policy.

Finance and Logistic Management:

  • Monitor programme expenditure, ensuring the burn rate is within the desired spending plan.
  • Collaborate with Finance and Partners Compliance Officer in reviewing CSO partner expenditure and financial reports. 

Partners Relations:

  • Represent NCA in various national, INGO, UN clusters, working groups and international platforms.
  • Engage with line ministries and provincial and local government stakeholders in broadening the NCA network and visibility.

Capacity Building:

  • Develop technical approaches and guidance notes to ensure technical soundness and effectiveness of undertaking economic development programmes in the context of protracted conflict.  
  • Design training modules, train NCA staff and CSO partners.

Job Requirements

Bachelor’s degree in Economics, Business Management, Accounting, Agriculture and related field. Having a Master’s degree is an advantage.

At least five years of hands-on experience managing humanitarian response projects. 

Can effectively communicate in English and local languages.
