About Citizen Organization for Advocacy and Resilience( COAR )

Citizen Organization for Advocacy and Resilience, COAR (formally Coordination of Afghan Relief) CoAR is an Afghan, independent, non-political, non-sectarian, and non-for-profit organization established in 1989 and registered formally with the Ministry of Economy.  COAR actively bridges between donors of humanitarian aid and rural Afghan communities severely affected by almost four decades of wars, internal conflicts, natural and manmade disasters, and complexities. COAR endeavors to reach the unreached and embark on strengthening local coping mechanisms to enable communities to find durable local solutions to their local problems and encourage self-reliance and sustainability. COAR works with communities to proactively utilize their own scarce and limited resource in the most efficient and effective way and discourage a culture of aid dependency, except in times of disasters and extreme poverty.  COAR has maintained the access of beneficiaries to basic services with strict observation of humanitarian principles of Independence, Neutrality, and Impartiality in practice.

 

Job Description

  • As a Disaster Risk Reduction (DRR) Officers, they will play a vital role in supporting the development and implementation of DRR and Resilience project in Herat province. the responsibilities will include but not limited to this:
  • Collaborating with project manager to develop technical materials and resources focusing on DRM and water resources management, environmental sustainability, and conflict sensitivity.
  • Establishing and maintaining relationships with resilience networks, NGOs, and local authorities at provincial levels to enhance collaboration on DRR and climate change initiatives.
  • Facilitating knowledge sharing and learning among stakeholders involved in DRR activities.
  • Assisting in the preparation of program documentation, assessments, and studies as needed.
  • Leading the development of community contingency plans based on past disasters and potential new threats.
  • Providing training to the community members trained on Disaster Risk Reduction (DRR):
  • Conducting workshop to the community members for development of community DRR plan (workshop).
  • Establishment of community-based community alert networks.
  • Contributing to the planning and development of emergency response programs in coordination with COAR.
  • Managing procurement plans and ensuring timely delivery of project inputs.
  • Conducting regular field visits and meetings with local authorities, community leaders, and beneficiaries to assess project progress and address any challenges.
  • Preparing project reports in accordance with supervisory requirements and timelines.
  • Ensuring compliance with COAR rules and regulations and integrating community development and "Do No Harm" principles into project activities.
  • Documenting project activities, updates, success stories, achievements, best practices, and lessons learned.
  • Conducting community training and raising awareness on disaster risk reduction and resilience-building measures.
  • Undertaking any other relevant tasks as assigned.

Job Requirements

  • Bachelor’s/Master's degree in DRM/ Humanitarian Program Management, International Development, Economics, Agribusiness, or a related field, with at least three years of relevant experience in designing and implementing resilience and disaster risk reduction programs for non-profit humanitarian and/or non-governmental organizations.
  • 3 years of relevant experience, preferably within an NGO or similar organization.
  • Proficiency in computer skills, especially with MS Office packages.
  • Fluency in local languages Dari, Pashto, and English, both written and spoken.
  • Strong interpersonal and communication skills.
  • Ability to work effectively in a team, supervise others, analyze situations, and troubleshoot problems.
  • Preferring to couples and hiring both male and female applicants.
  • Experience in planning and reporting,
  • Willingness to travel to project sites within Afghanistan and adapt to the working environment of COAR.
  • Honest, proactive, and well-mannered with a strong commitment to social justice.
  • Familiarity with the western region of Herat where COAR operates.
