Job Description

CHILD SAFEGUARDING: (select only one)
Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work for country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


ROLE PURPOSE: 
Under the direct guidance of HR & Admin Director the Diversity, Equity, and Inclusion Coordinator will play a central role in implementing and facilitating the execution of diversity and inclusion strategies and initiative across the Afghanistan Country Program by fostering a culture of inclusion and allowing everyone to bring their authentic selves to the workplace. The DEI Coordinator in conjunction with the line manager, will be responsible for handling employee relations and ensure amicable resolution for staff grievances and complaints. 

The DEI coordinator will partner with the SMT and Key stakeholders, Talent Acquisition Manager, L&D Manager, Staff Safeguarding Manager and Heads of Offices and Regional DEI Advisor to execute strategic plans focused on developing leaders' and employees' skills in creating an inclusive and equitable environment. Additionally, she will assist in developing and implementing programs and training offerings, support the creation of short and long-term DEI goals, track metrics, and develop reports that measure results and inform decision making. She will advocate and foster a culture of inclusion through commitment and dedication to diversity, equity, and inclusion work.  The DEI Coordinator will combine elements of Human Resources, Gender issues and other underrepresented groups (ethnicities and people with disabilities).

Indirect Staff Report to this post: DEI Officers in Field Offices 
Budget Responsibilities: None
Travels to the field: Possible travels required to the provincial offices up to 50% of the total time

KEY AREAS OF ACCOUNTABILITY: 

1:  DEI related enhancement, reform of organizational policies, guidelines, practices, and systems for operations and human resource development:
•    Conduct of DEI analysis, DEI assessments of organizational and operations-related policies, programs, guidelines, and practices
•    Development and implementation of DEI framework or plan to cover operations, human resources development and organizational development of SCI-Afghanistan on DEI. 
•    Development of DEI monitoring system and database for operations work and organizational development.
•    Conduct knowledge and skills assessments of women and other underrepresented groups to identify capacity gaps and developmental opportunities and learning exchange programs for women and other minorities in CO and Provincial Offices.
•    Act as a “DEI Focal Person” for Country Office, Kabul and work closely with the provincial DEI focal persons on issues related to gender and other minorities groups.. 
•    Ensure monthly DEI meetings are happening in each provincial office. 
•    Follow up with provincial DEI focal points to take note of main issues related to DEI including Gender discussed and bring the consolidated list of issues to the CO DEI Committee meeting for discussion and decision making. 
•    Take the meeting minutes of DEI committee meetings and all female staff meetings and share the meeting minutes with the staff as appropriate after each meeting. 
•    Ensure that DEI concerns are followed up safely, effectively and efficiently and to the required standards.
•    Coordinate with staff safeguarding Manager on gender safeguarding concerns and risks for investigation and follow up. 
•    Travel to the provincial offices on regular basis to follow up on DEI related concerns. 
•    Apply critical analysis to ensure that we live up to our commitment to making Save the Children safe for our employees, particularly women.
•    Act as a “Role model” high levels of professional safeguarding behaviour and maintain the standards required by the HR Policy, Safeguarding Policy and Code of Conduct.
•    Identify potential risks related to DEI in workplace, workshops and events, plan mitigating measures and assign staff to be responsible for the implementation.
•    Conduct awareness trainings to build capacity of SCI staff on DEI.
•    Coordinate with L&D Coordinator to map out talent opportunities for women development in SCI-Afghanistan.
•    Encourage female and colleagues from minorities groups to apply for leadership positions and sharing of knowledge and promote relevant good practices in office.
•    Conduct regular DEI meetings and share the minutes and action points with country office.
•    Follow up and liaise with the relevant departments to resolve complaints and escalate where necessary.
•    Develop yearly DEI Action Plan to ensure key priorities are identified.
•    Ensure DEI Committee are functional in country office and provincial offices. 
•    Work in collaboration with the Regional DEI Lead

2.    Human Resources:
•    Ensure that the recruitments are adhered to the recruitment procedures and the guidelines of Diversity, Equity, and Inclusion Policy.
•    Represent HR and gender in the interviews of national roles.
•    Provide the required information and documents to the internal and external audits.
•    Ensure DEI data monitoring mechanisms are embedded in HR processes and report
•    Ensure HR processes are aligned with the Regional and CO DEI priorities

Job Requirements

QUALIFICATIONS
•    Bachelor degree in human resources, organizational development, business administration, public administration, sociology, psychology or a closely related field and considerable experience in human resources, human relations, social justice and/or diversity, equity and inclusion work

EXPERIENCE AND SKILLS
•    At least 3-4 years of experience in human resources, human relations, gender, social justice and/or diversity, equity, and inclusion work
•    Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities.
•    Ability to travel to the provinces, the role will require up to 50% time spent in the field offices. 
•    Strong interpersonal skills with the ability to gain credibility with colleagues and stakeholders at all levels of an organization. Excellent oral and written communication skills in English and Dari/Pashto.
•    Team building skills.
•    Ability to work in challenging and complex environment.  
•    Experience of planning and undertaking training programmes/workshops in safeguarding at a range of levels (e.g. field workers, managers, senior managers and decision makers).
•    Demonstrable commitment to SCI Employees and beneficiaries Rights.
•    Self-sufficient, proactive self-motivating work styles.
•    Ability to provide long distance support and establish supportive relationships and networks.
