Job Description

The District Supervisor will lead and manage the implementation of emergency humanitarian food and Cash-Based Transfer (CBT) assistance programs at the district level. This role is responsible for coordinating activities, leading field teams, supervising beneficiary selection, scope registration, and ensuring efficient distribution processes.

Key Responsibilities:

  1. Program Coordination & Implementation
    • Oversee the implementation of food and CBT assistance programs within the district.
    • Ensure all activities are carried out in accordance with organizational policies, donor guidelines, and humanitarian standards.
    • Develop and maintain a detailed district-level work plan in coordination with the Project Manager.
  2. Team Leadership & Supervision
    • Lead, mentor, and supervise field teams, ensuring clear communication of tasks and responsibilities.
    • Conduct regular team meetings to review progress, address challenges, and plan future activities.
    • Provide training and capacity building for field staff and Community Food Assistance Committee (CFAC_.
  3. Beneficiary Selection and Scope Registration
    • Supervise the beneficiary selection process to ensure it is transparent, fair, and inclusive.
    • Oversee the registration of beneficiaries in the Scope system, ensuring accuracy and completeness of data.
    • Ensure continuous verification and validation of beneficiary lists.
  4. Food and CBT Distribution Management
    • Coordinate the logistics and distribution of food commodities and CBT with field teams.
    • Ensure that distribution points are adequately prepared and staff are assigned appropriate roles.
    • Monitor distribution activities to ensure timely and orderly delivery to beneficiaries.
    • Address any issues or bottlenecks during distribution to ensure a smooth process.
  5. Stakeholder Engagement & Coordination
    • Liaise with local authorities, community leaders, CFAC and other stakeholders to facilitate program activities.
    • Represent the organization in district-level coordination meetings and forums.
    • Develop and maintain partnerships with relevant agencies and organizations.
  6. Monitoring, Reporting & Accountability
    • Monitor the implementation of activities through regular field visits and data collection.
    • Prepare and submit comprehensive reports on program progress, challenges, and achievements.
    • Implement feedback and accountability mechanisms for beneficiaries.
    • Investigate and address complaints and issues raised by beneficiaries and other stakeholders.
  7. Compliance & Risk Management
    • Ensure all activities comply with legal and regulatory requirements.
    • Identify and mitigate risks related to program implementation.
    • Maintain up-to-date records and documentation for audit and review purposes.

Job Requirements

Desired Qualifications & Skills:

  • Education:
    • Bachelor's degree in Social Sciences, Development Studies, Humanitarian Aid, Business Administration, or a related field. A Master’s degree will be an added advantage.
  • Experience:
    • Minimum of 4 years of experience in managing or supervising humanitarian programs, particularly in food and CBT assistance.
    • Proven experience in team leadership and coordination roles.
    • Previous experience working in emergency settings and with vulnerable populations.
  • Skills:
    • Strong leadership and team management skills.
    • Excellent communication and interpersonal skills.
    • Proficiency in project management tools and software.
    • Ability to write clear and detailed reports.
    • Strong analytical and problem-solving skills.
    • Fluency in local languages and English is highly desirable.

 

Working Conditions:

  • Willingness to travel frequently within the district and occasionally to other areas.
  • Ability to work under pressure and in challenging environments.
  • Flexibility to adjust work schedules based on program needs.
