Job Description

Responsibilities and Duties

  • Work with the Project Manager to identify the areas of Maydan Wardak where Karez and wells rehabilitation needs are the highest
  • Overseeing the works implemented by the CFW beneficiaries for well and Karez rehabilitation
  • Ensure technical quality of the rehabilitation works conducted by the skilled and unskilled labors
  • Work with the program team to identify Water and Sanitation Committees (W&SCs) in each target areas
  • Oversee the training of the W&SCs on proper maintenance of rehabilitated infrastructure.
  • Liaise with community leaders, elders, and mullahs.
  • Survey and implement various CC infrastructure projects.
  • Prepare project progress reports for PMU.
  • Facilitate participatory process of project identification and planning with CDCs and Community Committees.
  • Ensure that the team meets their goals and objectives, and that we adhere to the CC Operation Manual and the PIN project proposal.
  • Prepare regular reports for the Senior Engineer and Team Leader and document lessons learned.
  • Liaise with IDLG/ Municipality, oversight consultant and engineering contractors.
  • Responsible for technical survey and feasibility study of engineering projects.
  • Conduct transection walk and preparation of social map in the communities.
  • Conduct household survey and preparation of resource map in the communities
  • Provision of technical documents such as estimation, design and engineering details for engineering projects
  • Ensure that project design is compliance with CC technical guidelines
  1. Other Duties  
  • On request of PIN, participate in joint assessments in support of humanitarian project positioning and wider benefit of the vulnerable people in need of support; 
  • On request, participating in field trips to provinces neighboring Kabul in the South, providing first engineering assessments at sites of planned PIN interventions;
    • Support the Programme Unit, logistics and finance to prepare items for distributions;
    • Support the Programme Unit in timely communication with selected beneficiaries to ensure they are aware of how to and are able to receive their assistance in a safe and timely manner;
    • Provide real-time information on the field situation including but not limited to security, access, needs, health;  
    • Adhere to and encourage others to comply with safety and security advisory, procedures and protocols always, and raise any safety or security concerns in an appropriate and safe manner, immediately; 
    • Adhere to all project operating procedures;

    Ensure documentation in compliance with internal and rules and regulations are completed and submitted in a timely manner.

Job Requirements

Person Specification – Required Qualifications, Skills and Experience

  • Degree in Civil Engineering, or similar
  • Demonstrated experience of construction design and supervision in Afghanistan
  • 4 years of experience in this field.
  • Knowledge, usage and understanding of technical aspects of project related technical activities and other technical solutions
  • Knowledge, usage and supervision of operation and maintenance
  • Knowledge of national and international engineering standards
  • Experience working closely with crisis affected communities in urban settings – host and IDP
  • Understanding of tendering process, logistics, and delivery supervision
  • Proven ability in producing status reports and collating data
  • Proven experience with coordination with variety of stakeholders
  • Demonstrated patience, enthusiasm and strong interpersonal skills
  • Attention to detail, ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
  • Responsible, proactive and independent working style
  • Proven knowledge and respect of key humanitarian principles
  • Ability to remain calm under pressure and solve problems  
  • Team player and willingness to learn
  • Computer skills (i.e. Microsoft word and excel) and ability to type in Pashto, Dari and English
