About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Job Description

General Conditions of Employment:

 

The Deputy Health Coordinator assists the Health Coordinator and the Deputy Head of Mission in the definition and implementation of medical programs of the mission,

He/She is the direct manager of the Senior Nutrition Officer, Senior SRH office and Trauma office.

He/She coordinates internally provision of day-to-day support to health coordinator and other health staff across all the medical department in Kabul ensuring that implementation of health activities remain aligned with key quality standards, develops recommendations and captures lessons learnt.

In direct cooperation withدر همکاری مستقیم با :

In close cooperation with Pharmacy Advisor, Pharmacy Manager, Deputy HoM for Programs, Field medical PM in Jalalabad, Asadabad Kabul and SE zone,

In collaboration with all program and support departments of PU-AMI (finance,

HR, logistics and security).

He/she will carry out regular field visits to the area of implementation of the activities to control the quality of the projects as well as their relevance.

 

He/She conduct regular monthly meeting with field technical specialist and share the minutes with health coordinator/DHOM.

Objective 1: Supervision of medical technical team

Activities/main duties

  • He/she is the direct line manager of the technical medical team as mentioned in the “general responsibilities” paragraph.
  • He/she is involved in the technical test during the recruitment of health staff under her/his responsibility: validates the recruitment documents (JD, JV, and recruitment test and correction sheet).
  • He/she supports the national HR manager in the recruitment process for staff under his direct management, he/she supports the human resources in recruiting technical staff (proposes and validates CV, test and participates to interviews)
  • He/she ensures all staff under his direct line management are assessed in writing at least once per year
  • He/she leads the coordination mechanisms specific to his team and organizes their supervision
  • He/She conduct regular weekly, monthly meeting with field technical specialist
  • Prepare action plan for each senior officer and follow to update on quarterly bases

Objective 2: Training/capacity building and supportive supervision

Activities/main duties

  • He/She ensures all staff is trained and regularly retrained in provision of first aid and possesses other relevant skills appropriate to the working context and needs
  • With the support of the Health Coordinator, he/she prepares training material for PU-AMI medical teams. He makes sure all training material is validated by PU-AMI HQ.
  • He/She supports trainings need assessments (TNA) of project health staff in the mission.
  • He/She organizes meetings and facilitates training for medical/health staff based on the TNA and other occurring training based on validated curriculum and tools.
  • HE/She propose external training for specific training
  • He/She supports Health Coordination and Project Managers’ training plans for PUI health staff, supporting the communication with local and international partners when requested (UN agencies, MoPH staff, PPHD, hospitals, and others).
  • He/She ensures all senior officer have regularly field visit form the implementation side of project in east and southeast.

 

Objective 3: Support and Liaison with Support Functions (all related to HR, finance, log)

Activities/main duties

 

  • He/She liaises and conducts outreach with officials and staff of key institutions at national, provincial and district level on all aspects relevant to PU-AMI operations (including support to logistics in liaison with MoPH and customs concerning international procurement)
  • He/She liaises and maintains close working relationships with variety of stakeholders and other actors relevant to PUAMI health interventions. Pro-actively seeks coordination with partners in the region and on a nationwide level, organizes meetings, networks and facilitates referral pathways
  • He/She undertakes initiatives to develop joint activities with other actors such as assessments, needs analysis, trainings
  • He/She prepares and/or contributes to written communication materials including background briefs, correspondence, communication products as required to ensure development and maintenance of external relations
  • He/She supports in organization of meetings with institutional actors and other relevant stakeholders

 

Objective 4: External representation

Activities/main duties

  • In absence of the Health Coordinator he/she in collaboration with the PMs and Head of Bases, ensures the representative of PU-AMI towards the MoPH and attends any coordination meeting with stakeholders as appropriate.
  • In absence of the Health Coordinator and with the support of the Deputy Head of Mission for programs, he/she ensures PU-AMI is represented in all relevant health related coordination mechanisms (clusters, sub clusters, working groups) at both field and capital level, either by attending her/himself or by ensuring a PU-AMI team member is participating.
  • In absence of the Health coordinator he/she maintains regular contact with other heath actors to ensure best practices and standards are applied.

Job Requirements

Qualification/ Requirements تحصیلات و شرایط لازمه

  • Medical Doctor with over 5 years’ experience in management of health programs for (I)NGOs.
  • A master in public health or equivalent degree is an asset
  • Good knowledge of BPHS and EPHS projects, and understands the diverse donor requirements (AHF, ECHO, BHA),
  • Perfect knowledge of MoPH policies.
  • Ability to manage a high workload.
  • Good interpersonal skills, motivation for teamwork.
  • Good IT skills, comfortable with Word/Excel/Access.
  • Excellent speaking and writing skills in English (significant reporting in English).
