SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

Deputy Finance Director (DFD) will report to Finance Director. Will be positioned in Finance Department. Stationed in Kabul Management Office (KMO). The DFD will be responsible to help FD in the overall financial management in accordance with the generally accepted accounting principles (GAAP), Swedish and Afghan accounting laws, and with the donors and audit requirements. S/he will provide technical support and backstopping to the Head of KFU, Head of CAU, Head of BCU. Besides DFD will be a technical line manager to all regional office’s finance managers as backstopping capacity. And a direct line manager to financial accounting and tax accounting staff members (5 staff). S/he will act as finance director in the absence of finance director.

Responsibilities:  

Technical and Financial Responsibilities:

  • The DFD will facilitate and help FD in the overall strategic and operational level financial management in accordance with the generally accepted accounting principles (GAAP), Swedish and Afghan accounting law, donors, and audit requirements.
  • Manages the process of closing the annual accounts and preparing the Annual Accounts, All Required Notes to the Annual Accounts and Financial Statements.
  • Facilitates and act as focal point to the external auditors to audit SCA annual accounts and other donor required audits as per project agreements. Prepare and follow up annual schedule for all audits and financial and narrative reports.
  • Backup role to Finance Director. Backup approver of accounting system, financial and banking transactions in the absence of the Finance Director.
  • Along with the head of accounts, finance and budget units periodically review and test internal controls, general ledger compliance, and accounting system integrity, and report the status to Finance Director at least semi-annually.
  • Do comprehensive quarterly monitoring and variance analysis of the budget follow up and presentation in program quarterly review meeting and report to FD.
  • To prepare and oversee the annual liquidity plan for cash and funds management.
  • Will supervise and preparation of routine and project financial reports required by SCA management, donors and programs in line with donor requirements.
  • Will coordinate with planning and reporting unit for the reporting of SCA activities to line Ministries particularly to the MoEc and MoF.
  • Perform the role of financial controller for the grants as per grants management guideline.
  • Based on financial rules & regulation’s authority level the DFD will have the authority to control, cross check and sign the expenditures, bank transfers and bank cheques in line with the authority level of DFD.
  • Will be a member of Office Material Management Committee (OMMC) as per procurement manual
  • Performs other duties as required by Finance Director.

Assist Finance Director in the Following Tasks:

  • Help finance director in the implementation of the SCA financial management strategy, ensure compliance with SCA financial rules and regulation and SCA policies and all other organizational steering documents.
  • Responsible to check the accuracy of consolidated budget, budget analysis and obtain the required justifications for budget deviations. As well as to review and crosscheck the overall process of the budget elaboration and cost estimation in line with budget directive. 
  • Planning and overseeing the liquidity plans, action plans, leave plans, visit plans and schedule for internal and external reports.
  • Will ensure that all SCA financial policies, rules and regulations are fully understood and is implemented across the organization.
  • Cross-check and review the preparation and submission of internal and external financial reports prior the final review of the Finance Director.
  • Assist finance director in the supervision of the income and expenditure of SCA offices in Afghanistan and ensure that SCA received timely income from donors in Afghanistan.
  • Reviews and keep track of all relevant financial commitments and contracts of SCA and inform finance director and other relevant staff about any major change
  • Keeps finance director updated about the issues related to SCA and the context within which it operates, ensuring appropriate and effective external coordination.

Supervisory Responsibilities:

  • Will directly supervise the financial accounting and tax accounting functions.
  • Will indirectly supervise (technical backstopping) the head of KFU, head of CAU, head of BCU and RMOs finance managers.

General Responsibilities:

  • Promotes an attitude of team spirit and a strong focus on quality of financial services and financial outputs.
  • Develops good co-operation with SCA program and support units, donors, authorities, institutions and other NGOs in the project areas.
  • Work for capacity development of finance staff as well as SCA staff in general in the area of finance. 
  • Will participate and represent finance department in SCA management organized workshops, seminars and conferences.
  • Will have an active relation with all national banks and some international banks where SCA have bank accounts and will keep an update for any change in banking policies.

Job Requirements

  • Master’s degree, or equivalent, in relevant professional field (post-Graduate from any recognized business school, college, or university, having MBA with major courses of finance. Preferably ACCA, CMA or CPA).
  • 7-10 years senior level relevant work experience within international development, with NGOs, UN agencies, private sectors or similar organisation. (Extensive experience of financial management, accounting, and risk management, Solid experience of preparing accounts and financial statements including disclosures, extensive experience in working with computerized accounting systems. Experienced in provision of on job training to accountants and finance managers, at least 6-year relevant work experience in the field of accounting and financial management)

Others:   

  • Ability to comprehend and apply advanced mathematical concepts, such as principle of calculus, modern algebra, probability inference, and statistical theory.
  • To develop advanced spreadsheet operations, variance analysis, reports and graphs showing probabilities and statistics of operations. 
  • Demonstrated leadership/management skills and be able to priorities, delegate, handle multiple tasks and meet deadlines.
  • Demonstrated team-building capabilities and strong organizational, interpersonal and negotiations skills, particularly in cross-cultural contexts.
  • Demonstrated skills in training of staff at different levels within an organization
  • Ability to take initiatives, innovate and pursue work proactively
  • Ability to analyse information, evaluate options and to think and plan strategically
  • Experience of planning, reporting and budgeting

  • Excellent command of spoken and written English and Dari/Pashto
  • Computer skill at operator level, especially with MS Office packages.
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
