About Organization for Women Empowerment

The Organization for Women Empowerment (OWE) was established in 2014 as a non-profit and development organization - registered with the NGO Department of the Ministry of Economy, the Islamic Republic of Afghanistan. OWE aims to help impoverished communities, particularly women, youth, and children, gain social, economic and political potency by raising awareness, building capacity, educational and vocational skills training, and creating professional opportunities. OWE is a women’s organization for women. OWE's learning experience as a development organization comes from its working association with communities in different areas of Afghanistan. More importantly, OWE is one of the successful organizations in the community, NGO Coordination Bureau, and region.

Project summary:

The proposed project will improve mental health and social well-being of women and girls’ in Afghanistan and will establish strong community based support mechanism for the vulnerable and at risk women through MHPSS and mental health/ treatment support and strengthen their capacity and knowledge on health and hygiene related issues in the conflict and crisis contexts in Afghanistan.

Capacity and IEC materials development and conducting individual PSS counselling session for 75 vulnerable women) in Kunduz Province on how to improved their health condition. Meetings with 50 persons of community influential, religious scholars and women representatives in Kunduz on how to support the vulnerable women and introduce them to the humanitarian actors for further assistance. Providing logistical support and referral services for the vulnerable and poor women including legal advice, counselling, treatment, and other emergency supports services to them are the main activities of this project.

Job Description

  • Assist the Executive Director in providing strategic leadership and oversight for all of OWE's programs and operations
  • Supervise all program activities in OWE to be implemented in accordance with approved logical frame work and set objectives between OWE and DONORs.
  • Coach and mentor OWE's program managers and staff to build their skills and capabilities
  • Oversee the implementation of OWE's projects and ensure they are delivered on time, within budget, and to a high standard of quality
  • Support the Executive Director in developing annual work plans, budgets, and funding proposals
  • Monitor program performance and evaluate impact, making recommendations for improvements
  •  Find out and address all challenges of the program and coordinate with DONORs for solution before DONORs catch it up and recorded as findings on OWE.
  • Meet with DONORs on regular basis along with Country Director and communicate the challenges back with program managers to address the changes and help them to be aware of the comments and solution.
  • Identify and Review the success story of the program in each province and highlight it to the DONORs as achievements of OWE Program implementation.
  • Review the work plan of all managers, M&E and Reporting Officers on monthly basis and ensure the relevant objectives are included in the work plan for better achievements of DONOR expectations.
  • Assist Country Director in developing OWE Program Strategic Plan and execution.
  •  Conduct lessons learnt sessions on regular basis and share it with program team for better improvements.
  • Communicate the mission and vision of the program for OWE Staff and help them to understand how to move to the right direction to achieve goals.
  • Reconcile the executed reporting activities of regional offices related to under coverage provinces and presenting it to the CD.
  • Provide consultation and guidance to the program in effective implementation of the policies and procedures.
  • Ensure production of quarterly assessments of project implementation and detailed bi-annual assessments measuring progress.
  •  Strategic responsibility of overseeing projects/program and M&E of OWE projects/programs, coordinating the respective activities with the associated departments’ staff.
  • Establish and maintain coordination with the other departments of the organization to meet the deadlines and implement the organization plans successfully.

Job Requirements

  • Bachelor's degree in business administration, international development, or a related field (Master's degree preferred)
  • Minimum 5 years of relevant experience in a senior management role, preferably with an NGO or development organization
  • Strong understanding of the development and humanitarian landscape in Afghanistan
  • Excellent project management, financial management, and people management skills
  • Demonstrated ability to work effectively with diverse stakeholders and build partnerships
  • Fluency in Dari, Pashto, and English
  • Commitment to women's empowerment and gender equality
