About Technical Education and Skills Training Organization

The Technical Education & Skills Training Organization (TEST) is a non-profit, non-political, and non-governmental organization dedicated to the welfare and progress of Afghan people residing inside and outside of the country, with a primary focus on the empowerment of women, widows, orphans and young girls. The TEST operates programs in the areas of health education, income generation, agricultural training, vocational Skills training, capacity building, relief distribution, and risk assessments. Founded on the 25th of February, 2010 TEST is one of the best Afghan NGOs working in Afghanistan and the largest Afghan non-governmental organization.

Job Description

The primary responsibility of the incumbent is to: oversee all aspects of the implementation of all Programs, in the field; assist the Manager in setting and auditing all Program policies, strategies, overall management, and scope; assist the Manager in liaison with donors, other agencies and authorities, ensure that all the required reports are timely and accurately produced.

Major Responsibilities: The major responsibilities of the incumbent include but are not limited to:

Oversees all aspects of the implementation of all TEST Programs in the field to ensure timely commencing and completion of the TEST program activities in the most effective and efficient way in accordance with TEST program strategies and plans and contractual conditions

  • Sets field operation plans and oversees their implementation;
  • Closely monitors the performance of his immediate supervisees, takes corrective actions, and offers technical support to the staff in all aspects of the TEST Program planning, implementation, and reporting activities; 
  • Finds out staff capacity-building needs and ensures that the staff receives timely, and

      adequate training;

  • Oversees recruitment, appointment, promotion, and disciplining of all staff;
  • Standardizes job descriptions of all staff and ensures that they are updated regularly to best meet TEST Program requirements;
  • Draft budget for field operations and oversees field expenditures;
  • Authorizing project expenditures including procurement and program-related expenses from the field offices;
  • Ensures that field offices are timely supported with required resources;
  • Sets administrative, logistic, monitoring, and supervision systems and guidelines for field operations of the TEST Program.
  • Assists the Manager in setting and Auditing or developing TEST program policies, strategies, and overall management and scope.
  • Assists the Manager in developing new program initiatives, concept papers; proposals, budgeting, and the drafting and signing of contracts and protocols;
  • Assists the Manager and Mission in developing TEST
  • Represents TEST all  Programs to donors, authorities, other agencies, and in coordination meetings;
  • In coordination with line ministries, directorates, and other Governmental agencies.
  • Acts as Regional, Provincial, or project manager in the absence of the Regional, Provincial & Project Manager.
  • Ensures that all the required reports are timely and accurately produced.
  • Ensures that the project baseline data are accurately collected and timely processed/analyzed;
  • Review monthly, quarterly and annual reports of the TEST program prepared by  Monitoring and Evaluation Officers and Reporting Supervisor and prepare final drafts;
  • Make sure that relevant reports and information are timely provided to internal and external audiences;
  • Provide prompt and accurate responses to the ad-hoc queries put by the Manager, Mission Leadership, donors, authorities, and other organizations;

Authority:

Spending authority: In the absence of the Managing Director, the Deputy Program Director has full authority to authorize project expenditure within the limits of TEST organization policy.  She has the authority to approve Regional, Provincial, and other field offices' budgets and expenditures.

Job Requirements

Qualifications: (Minimum Requirements)

  1. Education: MBA, BBA, or B. Sc In Project Management, related development fields.
  2. Work Experience: 3-5 years in a senior project management position with NGOs, preferably in the Emergency, Food, Cash distribution, education (formal and non-formal sector) Vocational Education and Literacy.5 years in educational administration or managerial position in an educational institution in Afghanistan.
  1. Competencies: Well experienced in project planning, management, administration, and supervision. Ability to plan, organize and carry out activities with limited supervision from supervisors. The ability to communicate (and submit reports) in both spoken and written English, Dari, and Pashto is a must. Good knowledge and skill in Computer office automation programs,
  • Good understanding of development issues, particularly community mobilization;
  • Skills in problem analysis, analytical thinking, and staff development;
  • Excellent interpersonal and teamwork skills.
  1. Working Conditions: This position will be based at TEST Head Office in Kabul.
