Programmatic Responsibilities:
Administrative Responsibilities
1. Project Management
- Assist the CoP in the overall management of the project, ensuring that objectives are met on time and within budget.
- Develop and manage work plans, schedules, and budgets.
- Ensure compliance with USAID regulations and CARE’s policies.
2. Consortium Coordination
- Serve as the primary point of contact for consortium partners.
- Facilitate regular consortium meetings and ensure effective communication among partners.
- Oversee the integration of partner activities and ensure collaborative implementation.
3. Monitoring, Evaluation, and Reporting
- Lead the development and implementation of the project's M&E framework.
- Ensure timely and accurate data collection, analysis, and reporting.
- Prepare and submit required reports to USAID and CARE headquarters.
4. Human Resource Management
- Supervise project staff and provide guidance, mentorship, and support.
- Conduct performance evaluations and facilitate professional development opportunities.
- Promote a positive and inclusive work environment.
5. Stakeholder Engagement
- Represent CARE Afghanistan in meetings with USAID, government officials, and other stakeholders.
- Build and maintain strong relationships with key stakeholders, including community leaders, NGOs, and private sector partners.
- Advocate for the project’s goals and objectives at local, national, and international levels.

Safety and Security Responsibility:

Education: Master’s degree in International Development, Education, Business Administration, or a related field.
Experience: Minimum of 7 years of progressive experience in managing large-scale international development programs, preferably in education, youth development, or economic empowerment.
Skills:
- Strong leadership and team management skills.
- Proven experience in project management, including budget oversight and financial management.
- Excellent communication and interpersonal skills.
- Ability to work effectively in a multi-cultural environment.
- Fluency in English, Dari and Pashto.
Technical Proficiency: Familiarity with USAID regulations and compliance requirements. Proficiency in project management software and tools.
