Job Description


Job Summary
The Deputy CEO shall be responsible for development design operation and improvement of the system that creates and delivers the Bank’s product and services. He is a member of Board of Management of the Bank next in command to Chief Executive Officer of the Bank and will be actively involved in the smooth functioning of different activities of the Bank profitability planning liaising with different authorities in the country including Da Afghanistan Bank among others. This position must ensure that the business operations are carried out efficiently and effectively and he ensures efficient management of resources delivery of services to customers. He is expected to be an organizational leader and should be able to lead his functions as a team leader.


Duties & Responsibilities
1.The prime duty is to assist in formulating the organization goals and strategies for the Bank in line with its Annual Strategic Plan
2.Assist CEO and Board of Management in overseeing all functions of the Bank including financial and other functions. He will play active role in formulating the Policy & Procedures for the Bank in the light of Central Bank Regulations and Directions guidance issued by the Shareholders of the Bank.
3.Assist in utilizing the resources and ensure coordination between the functions of different departments with the objective to attain the goals of the Bank.
4.Rendering support in the development of effective corporate governance and decision-making process within the Bank.
5. He will work closely with CEO to develop strategies approaches implementation plans key performance indicators etc.
6. He is expected to have problem solving skills and provide leadership and guidance to all Departments of the Bank for ensuring implementation of the bank’s strategies and achievement of its goals.
7. Good understanding of Afghan Banking Laws and Regulations is desirable.
8. To ensure that proper Policy Guidelines, Procedures and Manuals are available for above Departments of the Bank.
9. To ensure that Core Banking System (CBS) and other IT systems are in place and are available for rendering various key IMS services to the Bank with the help of the Project lead and his team.
10. To ensure that other Key Areas of the Bank like Security, HR Services, ADC Services, IT Function, Legal and Admin Services are functioning effectively and pro-actively.
11. To represent the Bank in Meetings at DAB and other important places like ABA etc when CEO is not available.
12. To ensure that all the mandatory reporting is done efficiently, accurately and timely by the Bank to DAB where required.
13. To ensure discipline and a code of conduct in the Bank as per acceptable norms and standards.
14. To ensure that appropriate multi- level Training is imparted to all the Staff of the Bank in accordance with their experience and seniority.
15. To ensure that complaints from the Clients and Staff are attended to judiciously and promptly.
16. To ensure that any irregularity pointed out by Internal Audit, external Audit and DAB is addressed immediately and prompt corrective action is taken to regularize the matter.
17. To assist the CEO to ensure that decisions of the General meeting of the Share Holders and Board of Supervisors are implemented in the Bank where possible.

Job Requirements

Educational background
Ideal candidate should have at least a bachelor’s degree ideally in Business Administration in the field of Finance Accounting Marketing or Risk Management function. Minimum Qualification must be a University Graduate, any additional qualifications like CA or MBA are preferred.
Must possess adequate professional knowledge on all the important aspects of the banking. Should be familiar with all the Key prudential and other Regulations issued by the DAB or other regulatory authorities of the Country.

Experience
Minimum of seven years of banking experience in senior management positions; or Eight years of relevant work experience in other financial institution.
