Job Description

Mission

Handicap International has been present in Afghanistan since the 1980’s, focusing on the support to the most vulnerable communities and, providing comprehensive services ranging from physical rehabilitation, to mine risk education and inclusive livelihoods, with a special focus on people with disabilities. HI currently works in Nimroz, Kabul, Kandahar, Herat and Kunduz province and is expanding its activities to Bamyan province.  The database officer reports to the Information Management (IM) Manager based in Kabul.

Job brief

We are looking for a Database officer to type information into our database from paper documents. The ideal candidate will be computer savvy and a fast typist with a strong data analysis skills. You will report to a information manager. Understanding of data confidentiality principles is compulsory.

Responsibilities:

Under the responsibility of the IM manager, and based in Bamyan, you will be responsible for:

Database:

  • Transfer data from Paper formats into computer files or database systems.
  • Verify data by comparing it to source documents.
  • Ensures that the data in the database is up-to-date or regularly synchronized.
  • Make sure the accuracy of information of soft with hrad files.
  • Make sure to record the data in database in a timely manner.
  • Sets up and runs a regular series of tests to check the quality of the data and identify potential errors
  • Regular cross-checking of the information to avoid gaps, overlap or duplication
  • Regular feedbacks to the team on potential mistakes on documents completion
  • Produce on request relevant information extracted from the database, such as statistical figures, mapping or pre-filled reports
  • Give inputs to Information manager to adjust the database format if needed or create new databases according to needs
  • Monitors and alerts if errors occur during a data collection exercise so that corrective action can be taken and future errors limited
  • During the course of the project, makes regular backups and archives the intermediate versions of the databases
  • In conjunction with the project teams and the MEAL teams, proposes measures to improve data quality.
  • Make sure data confidentiality, protection of data against unitentional, unlawful or unauthorized access, disclosure or theft.
  • Make sure to provide an access of Database to relevent staff members with a strong password authentication.
  • Support the team members to correctly complete all documentation included in the “Beneficiary Pack” and other data collection forms.
  • Translation of data collection files e.g Beneficiary pack from local language to English in order to record the data in database in english.

Reporting:

  • Ensure the data will be updated and analyzed on time for the good reporting
  • Maintain a positive image of Handicap International at all times and in all circumstances.
  • Performs regular or on-demand data extractions
  • To prepare daily report for PM, weekly and monthly report for MEAL Co, Emergency Co, PM & PSSTL.

GENERAL: The employee will respect the Handicap International procedures and standards at any time.

Job Requirements

Knowledge required

  • University Degree in Computer science/computer applications or Technical Diploma in a computer-related field
  • At least 2 years of professional experience in data management
  • Excellent Computer Skills, Fast typing, knowledge of Excel, Access, SQL and Database management systems.
  • Experience in collecting information through assessments and evaluations is an asset
  • Humanitarian NGO work is an asset
