Job Description

Summary of assignment/ consultancy:

War Child Canada with funding from UNFPA is working on establishment of Multipurpose Youths Centers in Kabul to engage male and female youths and support them with provision of mental health and psychosocial assistance, life skills education, counseling on employability skills, computer programs, and literacy education and through support of peer-based youth networks. The following key services are provided at the MYCs:

  • Provide mental health and psychosocial services by full-time qualified MHPSS Councilors.
  • Provide life skills education that includes awareness sessions on SRHR with a focus on peer education and healthy lifestyles including hygiene promotion, problem solving and critical thinking, and prevention of violence.
  • Education program that provides information on existing opportunities for vulnerable young people on employability skills, access to employment, computer programs, and literacy classes. The MYCs have a computer laboratory where adolescents and youth can learn about computer programs and literacy classes. Further, information on access to employment and employability skills will also be provided for the identified adolescents and youth.
  • Establish and support peer-based youth networks by supporting youth networks at community level that are connected to the centers established in each province. Youth engagement at community level aims to enable them to get knowledge on human rights and protection issues, have meaningful participation in decision making and dialogues, promote volunteerism and help to identify young survivors of violence. Peer education networks will be able to utilize the centers and resources for peer education sessions, public awareness interventions and community dialogues.
  • Support for vulnerable young people through livelihood programs. The centers currently mainly focus on vulnerable adolescent girls who are at risk of child marriage, and young vulnerable boys who are survivors of Bacha Bazi. Through the MYCs, the identified vulnerable youth are provided by a comprehensive vocational training and apprenticeship program. The training opportunities are intertwined with the cash assistance program.

UNFPA partners are implementing the same intervention with a bit different approach in terms of the services being provided to youths and the staffing structures of the MYCs. In order to streamline the approach, UNFPA and War Child Canada have been discussing to adopt a uniformed model that is used by all its partners simultaneously. A uniform approach will help to avoid gaps, enhance collaboration, and improve quality of services at MYCs with one clear and distinct roadmap. In this backdrop, War Child Canada is seeking services of a qualified and experienced consultant or consultancy firm to develop a Standard Operating Procedures (SOP) for MYCs for UNFPA and its partners references and used as a guideline for implementation.

Approach and Deliverables:

The consultant/team will review all the project documents and available information including meeting with relevant staff at WCC, UNFPA and partners in advance to carry out the process of SOP development. The consultant for SOP Development will be expected to carry out the following activities in consultation with the relevant focal point:

  • Review the existing documents and materials to acquire a general understanding of the Multipurpose Youth Center and its operations
  • Conduct meetings with relevant institutions including WCC, UNFPA and its partners review and analyze the existing modalities
  • Visit the existing MYCs to observe the services structure and services being provided to the youths.
  • Organize a consultation workshop with relevant staff from WCC, UNFPA and its partners to discuss about contents of the SOP
  • Develop a draft Multipurpose Youth Center SOP in in focus with targeted groups and staffing
  • Incorporate WCC, UNFPA and its partners comments and feedback into the SOP and finalize the document

The consultant for the development of SOP is expected to achieve the following: Key Deliverables:

  • Submit an inception report indicating the methodology including a brief concept note of the SOP
  • Draft SOP of MYC and present that to WCC, UNFPA and its partners
  • Submit a final SOP keeping in view of the WCC, UNFPA and its partner’s feedback
  • Organize a session for MYC staff to brief them on the SOP and operations including their responsibilities.
 

Job Requirements

Qualification, experience, and skills requirements:

The consultant/consultancy team must demonstrate the following:

  • A postgraduate (Master) degree in business administration, public policy, social sciences, law, development studies or relevant field
  • At least 5 years of proven experience in similar field
  • Demonstrate experience in development of policies, SOPs, guidelines, and similar documentation
  • Demonstrated research, analytical, reporting and communication skills – Strong English writing and presenting skills.

Experience of working background on youth development areas, community engagement and NGOs.
