Afghanaid is a British international NGO (www.afghanaid.org.uk) that has been working in Afghanistan since 1983. Headquartered in Kabul, Afghanaid implements projects directly in 8 provinces and through partners in a further number of provinces and maintains a marketing and fundraising office in London. Afghanaid works in some of the most remote areas of the country and through a range of programme interventions supports development of basic services, such as water and sanitation, access roads, education facilities and other community infrastructure; strengthens livelihoods through improved natural resource management, agricultural and small enterprise development, and improved access to markets; and provides humanitarian assistance in times of emergencies. Job Description

Statutory Compliance:

  • To ensure that organization follows all laws and regulations applicable in UK and Afghanistan.
  • Develop compliance checklists to ensure all statutory rules are followed.
  • Responds to alleged violations of legal issues, and develops a system for uniform handling of such violations.
  • To develop mechanism for effective follow up with staff on statuary reporting requirements.
  • Facilitate and coordinate external, internal, donor and government audits.

 

Donor Compliance:

  • Establish a system for raising awareness on compliance issues across the organisation.
  • Monitors the performance of donor compliance related activities on a continuing basis, taking appropriate steps to improve its effectiveness.
  • Develop compliance to agreement checklists to ensure all donor (DFID, OCHA, FAO, WFP, SDC, SIDA, GIZ, USAID and Others) rules are followed.
  • Follow up or collaborates with other departments/sections to direct compliance issues for resolution.
  • Support timely agreement/contract development, review, and/or approval, both with PDRM and partners, ensuring adherence to donor requirements.
  • Develop partner’s financial monitoring system and provide guidance and support for the timely assessment of partner’s financial management capacity and ability to adhere to any specific donor requirements.  Develop related action plan to address any capacity/system gaps.

 

Internal Control:

  • Develop and maintain an appropriate risk management framework in close collaboration with the board of trustees and Directorate.
  • Develop and maintaining effective risk management reporting system: including ensuring that the risk register is updated and key risks are appropriately escalated to directorate and the board of trustees.
  • Monitoring organizational performance in relation to the risk management framework and risk management objectives.
  • Identifies potential areas of compliance vulnerability and risk; develops/ implements corrective action plans for resolution of issues, and provides general guidance on how to avoid or deal with similar situations in the future.
  • Improve individual capacity in the areas of leadership and management, risk management and more specifically compliance
  • To draft and review third parties contracts to make sure its cover all compliance issues.
  • To provide training to ensure, employees have adequate awareness and understanding of internal control standards.
  • To sensitise staff on organizational values i.e. professional, integrity, transparency and accountability.
  • Develop and monitor the compliance work plan for periodic updates when needed.
  • To conduct visits to provinces/partners offices to assess adequacy of internal controls, compliance with applicable laws and regulations, and partner policies and procedures.  Report findings including proposed follow-up.

 

Other Responsibilities:

  • Ensure strong, capable and highly motivated staff within the unit and diligently manage performance so that top talent is identified and retained while non-performers are also identified; given a chance to meet performance expectations or honorably discharged.
  • Ensure the integrity of data in all applicable systems/processes e.g. award management, risk management and financial management so that information generated therefrom can be used for decision making.
  • Review project budgets and financial proposals.
  • Carried out due diligence assessments and financial monitoring of implementing partners.
  • Fraud investigations and reporting.

Job Requirements

Education & Professional Qualification

The position holder must possess a Bachelor degree in business administration, law or related discipline.

Work Experience

At least 3 years of professional experience in finance and Compliance preferably in a leading international NGO Demonstrated ability to think strategically, plan effectively, set priorities and meet deadlines in an emergency relief/ development context.

  • Fluent in Dari, Pashto and English (written and oral).
