  1. About RAWNAQ:

The RAWNAQ project is an EU-funded project which is implemented by the Norwegian Refugee Council and Cordaid. The program aims to create employment opportunities for Internally Displaced People and Returnees through private sector development initiatives. The project has started in January 2020 and will continue till June 2023, implemented in Herat and Kandahar cities of Afghanistan.

The project has two pillars; provision of technical assistance and constant BDS support to micro, small and medium enterprises ((M)SMEs) to further grow, expand and scale-up business operations and undertake innovative solutions to overcome challenges in the selected value chains,  and, on the other hand, supporting youth from displaced and vulnerable host communities/families living in those areas to secure and retain decent jobs in these MSMEs.  

Job Description

Background Information - Job-specific

The Community mobilier will be responsible for maintaining good relations with community.

Functional Responsibilities

  • Assist in implementing the Cash for work component of the project.
  • Liaise with community elders, Shura, CDC, religious people and beneficiaries to inform them about activities and gain their support.
  • Develop positive relations with community through regular meetings with elders, Mullahs, local Shura and CDC to promote Cordaid acceptance in the target.
  • Work with community elders, Shura during project implementation, explaining Cordaid project activities and explain why Cordaid projects are in line with Islamic values.
  • Closely working with shelter site engineer to implement the Cash for work activities.
  • Create positive relations with community through regular meetings and informal discussion for identifying and addressing humanitarian needs and issues. He will spend 80% of his working time in the field. Each community should be visited once a month or more, as needed.
  • Work with community to identify needs, gaps create work plan, assuring that community members are supporting the project activities
  • Establish and maintain productive work relationship and coordinate activities with provincial/district/ANDMA, DORR and other organization staff.
  • Ensure the transparency in material distribution activities in the community and records.
  • Perform other duties in case  of requirement.

Support Effective Security in the Field

  • Work closely with the Country team to ensure that security policies, procedures, practices and capacities support “direct implementation” in the field taking into account the need to deliver quality services to people, families and communities while facilitating “Duty of Care” for Cordaid staff.
  • Assist working closely with communities supported by programmes and projects implemented by Cordaid in developing effective mechanisms to prevent and resolve (potential) conflicts and harm to Cordaid staff in an expedient and effective manner.

Contribute to Knowledge Management and Innovation

  • Contribute to the development and introduction of innovation to ensure Cordaid is continually incorporating best practice approaches in Country Office operations.
  • Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building and, contribute to relevant Communities of Experts and Communities of Practice accordingly.
  • Undertake other duties as may be assigned by the supervisor and/or Cordaid Management.
  • The successful delivery of results by the Humanitarian-aid project officer will impacts the performance of programmes and projects implemented by Cordaid as well as its reputation as an effective partner in achieving positive results that lead to flourishing communities in fragile settings.
 

Job Requirements

Education/Experience/Language requirements

  • Grade 12.
  • Two years of experience in the field of quality control.
  • Good capacity building and management skills, including human resource and financial management, communications and intercultural cooperation skills
  • A networker, diplomatic and results oriented, with the ability to work under stressful and time bound project conditions.
  • Flexible and capable of working in a stressful context.
  • Good oral and written communication skills in English language.
  • Good oral and written communication skills in Dari or Pashtun language.

Skills:

  • Must have knowledge of key humanitarian principal and other international laws and Sphere Standards
  • Good English language written, and oral communication skills are required.

  • Good knowledge in project management (from design to implementation to closure, incl. evaluation).

Coordination and collaboration 

The Community Mobilizer is intended to maintain coordination and collaboration with Community, site engineers, government sectoral departments of district level and other organizations operating in the field.
