The Norwegian Afghanistan Committee (NAC) has a zero tolerance of sexual exploitation, abuse, and harassment (SEAH) both within the organization and of beneficiaries. Prevention of and protection from sexual exploitation, abuse, and harassment (PSEAH) is the individual and collective responsibility of all NAC officers, management, staff, consultants, and volunteers, who are all required to familiarize themselves with, agree to, and act in accordance with NAC’s Ethical Guidelines and Commitment, NAC Child Protection Policy, and NAC PSEAH Policy, at all times – both during and outside working hours – and participate actively in introductory and refresher trainings. Any breaches of PSEAH clauses in NAC’s policies, guidelines, and/or commitments will lead to immediate termination and possible legal actions.

Job Description

Major Duties and Responsibilities:

 

The basic role of this position is effective community mobilization to Emergency Cash for Shelter Assistance to conflict and natural disaster-affected populations of Afghani Settlements in Kapisa Province. The post holder will ensure that project activity are well understood and accepted by the target community that developed through proper community mobilization and also ensures that the neediest and eligible beneficiaries are selected based on the project criteria.

 

Specifically, the community mobilizers will have the following responsibilities:

 

Direct program implementation:

  • Develop and implement all mobilization activities for male and female project beneficiaries, make sure that appropriate community mobilization curricula, materials, and discussion guidelines are prepared, reviewed, updated, and followed.
  • Collaborate with provincial project lead to design community mobilization strategy.
  • Support to conduct project-relevant data collection in the project coverage area.
  • Support project and provincial teams to implement project activities in the community with innovative ideas.
  • Work with other project staff to select project implementation sites and project beneficiaries.
  • Socialization and verification of project beneficiaries based on project selection criteria
  • Provide on-time support and information sharing with project beneficiaries in any event or time of cash distribution.
  • Conduct training sessions to vulnerable target beneficiaries/ households.
  • Disseminate key messages on DRR, BBS RECC, and BFM.
  • Provide support to M&E Officer for proper documentation of distributed items and other activities.
  • Conducting post-distribution monitoring visits to project implementation sites.
  • Any other activities assigned by the provincial project lead and or supervisor.

 

Supervision:

  • Mobilizing and Making communities aware of project objectives, outputs, activities and M&E systems.
  • Facilitate project and activities information at all events Prepare and implement an action plan for quality monitoring 
  • Facilitate project and activities information at all events such as training and workshops

 

Reports and coordination:

  • Coordination about the NACs activities under the emergency project and building effective coordination and cooperation among all stakeholders
  • Data collection and writing of periodic reports weekly, bi-weekly and monthly reports, besides the distribution/training reports which should be done after each distribution and training.
 

Job Requirements

Language Required:

  • Local language with proffered English

 

Qualifications Required:

  • Minimum 14th grade and BA in any field is desirable.
  • Having strong community mobilization skills
  • Proffered working experience in implementing shelter, cash-for-work, food for work mini-infrastructures.
  • Proffered those who were part of the emergency assessment team.

 

Experience Required:

  • At least three years of work experience in emergency-related projects, community mobilization or any emergency response project

 

Skills Required:

  • Good training skills on DRR and BBS/B topics
  • Working in emergency teams
  • Being part of the assessment team
  • Good skills in coordination and cooperation with local communities
  • Should have an understanding of local norms and culture
